RECOMMENDATION:
Staff recommends that the Planning Commission conduct a study session to discuss, receive public comments, and provide input on a potential minor increase in allowable building height for City-owned properties located at 400 Manhattan Beach Boulevard (Former US Bank Building) and 1155 Morningside Drive (Parking Lot 3).

BACKGROUND:
In 2024, during a routine inspection of the former three-story, 145-space parking structure at Parking Lot 3, located at 1155 Morningside Drive, the Public Works Department identified structural concerns that resulted in the immediate closure of the top level of the structure and, ultimately, the entire structure. In November 2024, the parking structure was demolished, and an interim surface parking lot was constructed at the site, which opened in June 2025.

In April 2025, the City Council authorized the purchase of the former US Bank property located at 400 Manhattan Beach Boulevard. The purchase represented a forward-thinking investment that aligns with the City's vision for economic resilience and community enhancement. The decision to acquire the property was driven by its strategic location, potential community benefits, and the ability to preserve community character. Revenue generation opportunities and long-term value were also identified as reasons for the purchase.
