RECOMMENDATION:
Staff recommends that the Planning Commission: (1) conduct a public hearing; and (2) adopt the attached resolution approving the Variance, subject to conditions, and finding the Project exempt from the California Environmental Quality Act ("CEQA").

On August 13, 2025, the Community Development Department received an application requesting a variance to reduce the required front yard building setback to accommodate the construction of a new two-story single-family residence with a basement and attached three-car garage (Project) located at 620 25th Street (Property).
