RECOMMENDATION:
Staff recommends City Council discuss and consider adoption of Resolution 12-6402 supporting the passage of Measure E, El Camino Community College District 2012 Facilities Bond.

FISCAL IMPLICATIONS:
None.

BACKGROUND:
The Board of Trustees of the El Camino Community College District voted on July 16, 2012, to place Measure E on the November 2012 ballot. If approved by voters in November 2012, Measure E will provide funds to El Camino College to upgrade facilities, enhance university transfer and job training, offset state budget cuts through increased efficiency and enable the district to qualify for state matching funds for buildings.

DISCUSSION:
Many of El Camino College’s classrooms are more than 50 years old; some facilities are nearly 65 years old. Measure E will provide high-tech math and computer labs, classrooms, lecture halls, and career training facilities need repair, as well as safety and technology upgrades. It will also provide classrooms necessary fire safety upgrades, alarm systems, emergency power and generators.

The recent refunding (refinancing) of 2002 facilities bonds will save taxpayers $2 million. Measure E planned upgrades will feature “green technology” and will utilize energy- and cost-saving technologies. Energy efficiency improvements are currently saving the college $100,000 per year.

By law, all Measure E funds must be spent according to the Project List. These local bond monies cannot be taken away by the state. A Citizens’ Oversight Committee will review audits and ensure funds are spent as promised to voters. No money...
