RECOMMENDATION
Staff recommends that the City Council:
a) Award a contract to Dan Boyle & Associates for fixed route (trolley) transit consulting services for amount not-to-exceed $42,630; and
b) Appropriate $42,630 from the unreserved Measure R fund balance for this project.
FISCAL IMPLICATIONS:
The total cost of the contract with Dan Boyle & Associates is $42,630, which includes costs for services, materials, printing, travel and postage. Although this is not a budgeted expenditure, funds are available in the Measure R Transportation Fund, which will need to be appropriated. The current balance in the Measure R fund is $840,000.
BACKGROUND:
One of the items on the City Council's 2012-2013 Strategic Plan is to update the 2010 Fixed Route Trolley Service Feasibility Study prepared by Rural Transit Consultants, seen in Attachment 1. At the March 20, 2012, City Council meeting, Rural Transit Consultants, the original consultant who completed the 2010 Feasibility Study, submitted a new proposal to update the previous study. City Council declined that proposal, and directed staff to seek a new consultant to update the costs from the 2010 Feasibility Study and to reengage the community regarding the needs and the routes.
DISCUSSION:
A request for proposal (# 899-13) was released and five responses were received. The specifications identified the need to review the previous study; reengage the community regarding the needs and the routes; provide recommendations on routes, stops, times and schedules; review and propose costs; and, identify potential funding sources.
These vendors were evaluated upon the following criteria: cost, knowledge of local transit agencies and routes, clearly defined approach, well identified deliverables, ability to meet timeline and professional staffing. The comparison in Attachment "2" shows the valuation of services.
Of the responses, Dan Boyle & Associates was ranked highest based on the evaluation factors. The proposal's strong points included:
1. The proposal clearly addressed and delineated the tasks
2. Consultant has extensive local experience including working with Beach Cities Transit (BCT)
3. Consultant has worked on similar projects for several public agencies including Beach Cities Transit, Glendale Beeline, Orange County Transit Authority, Laguna Beach Transit and the Antelope Valley Transit Authority
4. Consultant has outstanding references
5. Consultant demonstrated a clear understanding and experience with route design, scheduling, transit operations and management, and survey methodology
6. Consultant demonstrated knowledge of Federal, State and Local rules and requirements
7. Consultant offers a diverse and experienced team to assist on the project
CONCLUSION:
Staff recommends that the City Council award a contract to Dan Boyle & Associates for fixed route consulting services in an amount not-to-exceed $42,630. Staff expects to return to the City Council with the results in February 2013. The City may cancel the contract at any time without cause if necessary.
