RECOMMENDATION:
Staff recommends that City Council take the following actions:
A. Adopt Resolution No. 23-0034:
1. Approving an Inspection Services Agreement with Ardurra Group, Inc. for various capital improvement projects with a not-to-exceed amount of $592,856;
2. Authorizing the City Manager to execute the agreement; and
B. Determine that pursuant to CEQA, the activity is Categorically Exempt pursuant to State Guidelines.
FISCAL IMPLICATIONS:
The inspection agreement under consideration with Ardurra Group, Inc. is for a total amount not to exceed $592,856. The inspection services agreement covers various City Capital Improvement Plan (CIP) projects and, as such, the agreement will be funded from these multiple sources as per the proposal per project cost breakdown detailed below.
The Ceramics Studios Kiln Installation Project is included in the City’s CIP with a project budget of $367,000 in the CIP Fund. The inspection services under consideration with Ardurra Group, Inc. will utilize $106,392 of this project’s budget.
The Aviation Blvd Sidewalk Gap Project is included in the City’s CIP with a project budget of $700,000 in the Measure R Fund with partial funding from Federal Transportation Authority (FTA) Section 5310 grant. The inspection services under consideration with Ardurra Group, Inc. will utilize $209,946 of this project’s budget.
The Rowell Avenue Sidewalk Gap Project is included in the City’s CIP with a project budget of $840,000 in the Measure M Fund. The inspection services under consideration with Ardurra Group, Inc. will utilize $99,528 of this project’s budget.
The Pier Railing Replacement Project is included in the City’s CIP with a project budget of $2,400,000 in the State Pier and Parking Fund. The inspection services under consideration with Ardurra Group, Inc. will utilize $176,990 of this project’s budget.
The various project expenditure details, which include previously expended funds for that specific project including design, bidding, construction contract, inspection, and/or other, are provided in the attached Budget and Expenditure summary report. There are no additional fiscal implications at this time.
BACKGROUND:
The City is responsible for implementing the CIP projects that encompasses thea variety of the City’s assets from public right of way (i.e. sidewalks and streets) to public buildings (i.e. Ceramic Studios). In order to utilize resources effectively, a combined request for proposals (RFP) for inspection services was issued for a combination of CIP projects. This approach was taken to increase the number of qualified firms that could submit proposals, due to the City providing a larger scope of work for consideration. The four upcoming CIP projects are described below: Ceramic Studios Kiln Installation (Project No. D-937), Aviation Blvd Sidewalk Gap (Project No. P-922), Rowell Ave Sidewalk Gap (Project No. P-924), and Pier Railing Replacement (Project No. D-929).
The Ceramics Studios Kiln Installation Project is located between the Ceramic Studios Building and Recreation Hall and consists of constructing a new shading structure (includes new footings) with an equipment pad for a ceramics kiln with relevant electrical and gas hookups. The project will also install chain-link fencing around the perimeter of the outdoor kiln space and replace the concrete walkway leading to the kiln to ensure ADA compliance. The project has been submitted for permit plan review, and construction is anticipated to start in September 2023.
The Aviation Blvd Sidewalk Gap Project is located on the west side of Aviation Boulevard, starting at 33rd Street to approximately 600 feet north of 33rd Street. The project consists of constructing approximately 570 linear feet of sidewalk including multiple Americans with Disability Act (ADA) ramps, a retaining wall, and two commercial driveways, curb and gutter work, and reducing a turnout lane. The project is currently in design with continued efforts for utility coordination with Southern California Gas Company for their Valve Automation Project and Southern California Edison for guywire relocation. Construction is anticipated to start in November 2023.
The Rowell Ave Sidewalk Gap Project is located on Rowell Avenue between Curtis Avenue and 1st Street. The project consists of constructing approximately 400 linear feet of sidewalk that includes multiple ADA compliant curb ramps, variable height curb, curb and gutter work, crosswalk removal and restriping, sign removal and installation, parkway culvert, and commercial driveways. The project will also replace existing landscape including trees and relocate irrigation. The construction contract for this project was awarded on March 7, 2023. Construction is anticipated to be performed during the 2023 MBUSD Summer School Break, starting no sooner than June 19, 2023 and ending no later than August 18, 2023.
The Pier Railing Replacement Project is located on the Pier and the adjacent parking lots at the end of Manhattan Beach Boulevard. It consists of replacing the existing Pier railing system on the perimeter of the entire Pier deck, inclusive of the stairways adjacent to the Pier, the existing entrance security gates, and the railing sections along the lower Pier parking lots. The Project also includes the replacement of two existing wooden staircases that provide beach access from the street level to the beach at both sides of the Pier entrance. The project construction contract was awarded on December 6, 2022, the construction agreement was fully executed on February 24, 2023, and a Notice to Proceed with Preconstruction Activities (submittals, materials order, etc.) was issued on March 17, 2023. Construction is anticipated to start in September 2023 once the contractor procures materials.
DISCUSSION:
The City issued a Request for Proposals (RFP) on January 11, 2023, seeking full-time construction inspection services for the four aforementioned CIP projects. On January 25, 2023, an Addendum was issued to that clarified the City’s preference that proposers submit for all four CIP projects listed in the RFP though proposers may, if they choose, submit on less than four. The scope of work includes:
• Ensuring the contractor complies with the plans, specifications and applicable standards of each project;
• Performing field project oversight;
• Documenting the daily work performed by the contractor;
• Verifying the completed work; monitoring, providing supporting documentation and inspecting any additional work performed; and
• Preparing a list of items for correction.
Two proposals were received by the February 7, 2023 deadline. LAE Associates proposed on two projects, and Ardurra Group, Inc. proposed on all four projects. These proposals were evaluated by an evaluation committee of City staff according to the following selection criteria:
• Demonstrated understanding of the Scope of Services requested;
• Firm qualifications and experience performing similar work;
• Project/Construction management methods and quality control;
• Qualifications and experience of key personnel; and
• Consultant’s familiarity with local (sensitivity) conditions
Based on the selection criteria, Ardurra Group, Inc. provided the most responsive proposal for the entire breathe of all four projects. The assigned staff, including sub-consultants, has excellent experience on projects of similar type, size, constraints, and coastal conditions. Additionally they presented an understanding and methods of management of the key project issues. The proposed level of staffing and backup staff was appropriate for the size, complexity, and potential unforeseen of the projects. Ardurra Group, Inc.’s methodology for executing the scope of work was clear and organized. Therefore, staff recommends that City Council award an inspection services agreement for $592,856 to Ardurra Group, Inc., for these projects.
PUBLIC OUTREACH:
Once each project progresses to the construction phase, public outreach will include construction update notices, special event coordination, electronic message boards, media coordination, traffic alerts, and updates on the City website.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the CEQA and has determined that the activity is Categorical Exemption pursuant to Section 15309 Class 9 (inspections) of the State CEQA Guideline.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
