Recommended Action
RECOMMENDATION:
Staff recommends that the City Council approve an amendment to the design service agreement with Cannon Corporation for the 2013-2014 Water Main Replacement Project in the amount of $18,870.
 
FISCAL IMPLICATIONS:
Funding for the design agreement in the amount of $200,000 is available through the FY 2012-2013 Capital Improvement Plan.
 
Construction Phase Support Services:   $16,200.00
Additional Work (discussed below):        $  2,670.00
Total:                                                       $18,870.00
 
 
BACKGROUND:
This project is part of the City's Water Main Replacement Program which will replace more than 100,000 lineal feet of old and/or undersized water mains. These replacements will reduce the risk of main breaks and will enhance fire suppression flows.
 
DISCUSSION:
The original contract with Cannon Corporation to prepare plans and specifications for construction of the 2013-2014 Water Main Replacement Project was approved by City Council on April 16, 2013. The original scope of work was to replace certain existing water mains in Area 2 (south of Manhattan Beach Boulevard and east of Sepulveda Boulevard) and Area 3 (north of Artesia Boulevard and west of Aviation Boulevard); install a new fire hydrant; and install six 2" water blow-off assemblies at six sewer pump stations.
 
During the course of project development, the need for additional water main replacements was discovered.  The proposed amendment to the agreement includes tasks to complete additional research, prepare record drawings, and conduct topographic surveys. Furthermore, the original contract did not include construction phase support services.  An amendment to the contract in the amount of $18,870.00 will be necessary for the consultant to provide the requested services to complete the project.
 
CONCLUSION:
Staff recommends the City Council approve an amendment in the amount of $18,870 to the design service agreement with Cannon Corporation for the additional work.
