RECOMMENDATION:
Staff recommends that the City Council approve the open Invitation process for the 2014-2015 Sculpture Garden Program, locate one additional sculpture to the entry plaza of the Art Center, and appropriate $21,000 from the Public Art Trust Fund.

FISCAL IMPLICATIONS:
There are no fiscal implications on the general fund associated with the recommended action.  On December 15, 2009, Resolution No. 6237 was approved by City Council, and $100,000 of the Public Art Trust was committed for the annual Sculpture Garden Program; the current balance is $30,617.  The cost for the 2014 - 2015 Sculpture Garden Exhibition of seven sculptures in total is $21,000, which leaves a committed balance of $9,617.86. The unrestricted balance in the Public Art Trust Fund is $121,393.36.
 
BACKGROUND:
As part of the City's 2002 Work Plan, the City Council directed the Cultural Arts Commission to begin research and create a proposal for an Outdoor Sculpture Garden.  The artworks contained in the Garden would rotate on an annual or semi-annual basis.  
The purpose of the Sculpture Garden is to display a variety of public artwork in a community setting that promotes thoughtful introspection and contemplation of public art; to bring enjoyment to our residents and visitors; and to cultivate and sustain a sense of community pride.
 
The Sculpture Garden's inaugural installation took place in June 2009 with seven sculptures exhibited at three sites: the Civic Plaza, Veteran's Memorial Parkway and the Metlox Plaza.  Since 2009 the Sculpture Garden has had three additional exhibitions in 2010 - 2011, 2011-2012 and 2013-2014 (Attachment 1).
 
DISCUSSION:
If approved, the Commission will implement the two stage open invitation and submission process; whereby, selected artists would submit proposals for the Sculpture Garden's fifth installation.  In the first stage, the artists will be required to develop an electronic submission. After the Commission has reviewed these submissions a group of finalists will be invited to produce a scale model of their proposals. Selections for the program's fifth installation will be recommended to City Council for approval.  Each artist will receive $3,000 for the rental of the artwork for one year.
 
The additional location at the entrance to the Creative Arts Center is being proposed to create more visibility for the Art Center.
 
CONCLUSION:
Staff recommends that the City Council approve the open Invitation process for the 2014-2015 Sculpture Garden Program, locate one additional sculpture to the entry plaza of the Art Center, and appropriate $21,000 from the Public Art Trust Fund. B
