Recommended Action

RECOMMENDATION:

Staff recommends that the City Council approve Resolution No. 13-0020 amending Resolution 6065 to eliminate the reporting of the value of Employer Paid Member Contributions (EPMC) for the Manhattan Beach Firefighters’ Association (MBFA) effective March 23, 2013.

FISCAL IMPLICATIONS:

Elimination of the reporting of the value of Employer Paid Member Contributions will reduce the City’s CalPERS contributions. The value of the savings was included in the total cost of each bargaining unit’s contract.

 

BACKGROUND:

On October 17, 2006, City Council adopted Resolution No. 6065, which commenced paying and reporting the value of Employer Paid Member Contributions effective January 1, 2007, for all members of the MBFA per a labor agreement. 

 

This benefit consisted of paying nine percent (9%) of the normal contributions as Employer Paid Member Contributions and reporting the same percentage of compensation earnable (excluding Government Code Section 20636 (c) (4)) as additional compensation.

 

DISCUSSION:

The City of Manhattan Beach (City) and the Firefighters’ Association have negotiated a Memorandum of Understanding (MOU) providing that effective March 23, 2013, the members of the association (not the City) will pay their entire member contribution of nine percent (9%). Hence, the member contribution will no longer be reported as compensation earnable to CalPERS. 

 

CONCLUSION:

Staff recommends that the City Council approve Resolution No. 13-0020 amending Resolution 6065 to eliminate the reporting of the value of Employer Paid Member Contributions (EPMC) for the Manhattan Beach Firefighters’ Association (MBFA) effective March 23, 2013
