Approve Amendment No. 6 to the South Bay Workforce Investment Board (SBWIB) Joint Exercise of Powers Agreement, accepting Torrance and Lomita as member cities of the SBWIB.

BACKGROUND:
The South Bay Workforce Investment Board is a nine-city consortium providing job training and placement services to laid-off and unemployed workers living in the South Bay area. Cities include Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Manhattan Beach, and Redondo Beach. SBWIB partners with training and nonprofit organizations to assist area businesses with their employment needs. Funding for SBWIB activities is provided primarily by federal, state and county grants, and SBWIB services are offered at no cost to job seekers and businesses.
    
DISCUSSION:
The cities of Torrance and Lomita currently belong to the Pacific Gateway Workforce Investment Network (PGWIN). The two cities have had ongoing concerns about PGWIN's ability to serve their youth, as the consortium Long Beach Career Center is not conveniently located for their residents. Surveys and interviews have revealed both cities consider SBWIB to be better aligned with their employment and training goals.
 
On September 9, 2014, The City of Torrance City Council unanimously approved a transfer from the Pacific Gateway Workforce Investment Area (PGWIA) to the South Bay Workforce Investment Area (SBWIA). On September 10, 2014, the City of Lomita City Council also unanimously approved a transfer away from the PGWIA to the SBWIA. In order for the transfer to be completed, the joint exercise of powers agreement between the current South Bay Workforce Investment Board member cities must be modified to admit Torrance and Lomita to the SBWIA; this modification would change SBWIA boundaries.
 
Amendment No. 6 to the South Bay Workforce Investment Board Joint Exercise of Powers Agreement, admits the cities of Torrance and Lomita to the SBWIA, and enables them to become full member cities subject to all laws, rules and regulations and agreements applicable to said members. The City of Manhattan Beach is the final city to accept the amendment.
 
The transfer must also be approved by the California Economic Development Department, the California Workforce Investment Board and Governor Jerry Brown. All member cities have been asked to approve the Amendment by October 14, 2014. The Amendment will have no effect on the delivery of services to the nine ongoing member cities.
 
CONCLUSION:
Approve Amendment No. 6 to the South Bay Workforce Investment Board (SBWIB) Joint Exercise of Powers Agreement, accepting Torrance and Lomita as member cities of the SBWIB.
