                     Consideration of a Resolution Approving a Master Use Permit Amendment and Coastal Development Permit to Modify the Established Size Limitations for Specific Land Uses at an Existing Commercial Development Located at 451 Manhattan Beach Boulevard (Metlox), and Finding the Project is within the Scope of, and Adequately Analyzed in, a Previously Certified Environmental Impact Report (Interim Community Development Director Codron).

                     Consideration of a Resolution Approving a Five-Year Professional Services Agreement with John L. Hunter & Associates for National Pollutant Discharge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4) Environmental Compliance Inspection Services (Public Works Director Lee).

                     Consideration of a Resolution Approving a Three-Year Maintenance Services Agreement with XXXX for Tree Management Services at a Cost Not-to-Exceed $XXX,XXX (Public Works Director Lee).

                     Consideration of a Resolution Approving a Five-Year Agreement with McGowan Consulting, LLC for Environmental Professional Services Pertaining to Municipal Separate Storm Sewer System Compliance at a Cost Not-to-Exceed $581,750 Including a 10% Contingency(Public Works Director).

                     Consideration of a Resolution Awarding Two Professional Services Agreements to H F & H Consultants, LLC:  a) Work to be Paid for by the SB1383 Local Assistance Grant, Cycle 4, to Assist with the City’s Compliance with SB1383 (OWR4 Grant Funded; and b) Perform Work from the SB1383 Gap Analysis to Assist with the City’s Compliance with SB1383 (City Paid) (Public Works Director Lee).

                     Consideration of: a) A Resolution Approving Amendment No. 2 to a Memorandum of Understanding (MOU) Between the Cities of Manhattan Beach, Torrance, Redondo Beach and Hermosa Beach and Los Angeles County Flood Control District (collectively, the Beach Cities Watershed Management Group or BC WMG) for Continued Implementation of the Storm Water Coordinated Integrated Monitoring Program (CIMP); b) A Resolution Approving a One-Year Professional Services Agreement with Geosyntec Consultants, Inc., for $469,900 for Implementation of the Storm Water CIMP on Behalf of the BC WMG, with an Authorized Contingency of $58,841 for Additional Services and Monitoring as May be Requested by the BC WMG; c) A Resolution Approving a One-Year Professional Services Agreement with McGowan Consulting LLC for $118,510 for Storm Water Coordination and Implementation Compliance Activities for the BC WMG; and d) Authorizing the City Manager to Execute the Agreements, Noting That Manhattan Beach’s Total Net Expenses for the Program will be $42,819 (Public Works Director Lee).

                     Consideration of Resolutions Awarding a Construction Agreement to XXX
for the Pacific Sewer Lift Station Conversion to Gravity Line Project for $XXX, Including Contingency; Approving the Professional Services Agreement with XXX for $XXX for Construction Management and Inspection Services; Approving Plans and Specifications; and Making a Determination that the Project Qualifies for a Categorical Exemption Pursuant to Section 15302 Class 2 of the State CEQA Guidelines (Public Works Director Lee).

                     Consideration of a Resolution Approving an Agreement with the Nth Generation for Disaster Recovery as a Service for an Amount Not-to-Exceed $324,015, Including Contingency (Information Technology Director Guardado).

                     Consideration of Accepting as Complete Work Performed by Stephen Doreck Equipment Rentals, Inc. Regarding the Water Infrastructure Improvements and Resurfacing Cycle 2 Project (Public Works Director Lee).

                     Consideration of a Resolution Approving Amendment No. 5 to the Professional Services Agreement with KOA Corporation for the Manhattan Beach Boulevard at Pacific Avenue Improvements Project. The proposed amendment authorizes additional preliminary design concept services and simulation traffic analysis in the amount of $20,000 increasing the total contract value to a new maximum compensation of $90,000, extends the term of the agreement, and updates the Scope of Services and the approved Fee Schedule. (Public Works Director Lee).

                     Consideration of Accepting as Complete Work Performed by Aneen Construction, Inc. for the Joslyn Center Crosswalk     Improvement Project (No Budget Impact) (Public Works Director Lee).

 

PUBLIC HEARING

                     Conduct a Public Hearing and Consideration of Resolutions Adopting the Fiscal Year 2025-2026 Operating Budget and the Gann Appropriations Limit (Acting Finance Director Bretthauer).

                     Conduct a Public Hearing Regarding the Proposed 5-Year Capital Improvement Program (CIP) and Consideration for Fiscal Year 2025-2026 Through Fiscal Year 2029-2030 (Public Works Director Lee).

                     Conduct Public Hearing and Consideration of a Resolution Regarding the Annual Storm Drain Service Fee for Fiscal Year 2025-2026 (Acting Finance Director Bretthauer).

                     Conduct Public Hearing for Consideration of Adopting Resolutions Regarding Renewal of Downtown Business Improvement District (BID) for Fiscal Year 2025-2026 Including Authorization to Collect Assessments; Ratification of the District Advisory Board; Approval of the Signed Agreement by the Downtown Manhattan Beach Business and Professional Association and the City Manager; and Authorization to Disburse Assessments Collected Through June 30, 2025 (Acting Finance Director Bretthauer).

                     Consideration of an Urgency Ordinance and Introduction and First Reading of an Ordinance Amending Chapter 2.44 (City Boards, Commissions, and Committees) of the Manhattan Beach Municipal Code to Amend Membership for the Parks and Recreation Commission, Library Commission, and Cultural Arts Commission (No Budget Impact) (City Clerk Tamura).
