RECOMMENDATION:
Staff recommends that City Council:
a) Authorize the City Manager to award a Professional Engineering Services Agreement to Anderson Penna Partners, Inc. in the amount of $130,645 for Engineering Services for Storm Sewer Lines (RFP # 894-13); and
b) Authorize the City Manager to approve additional engineering services work, if necessary, in an amount not-to-exceed $13,064 (10%).
 
FISCAL IMPLICATIONS:
Funds for these services in the amount of $150,000 have been appropriated for this project in the FY 2012/2013 Public Works budget under Sewer Maintenance - Contract Services, Account Number 503-18-321-5101.
 
BACKGROUND:
The scope of this project is intended, through Closed Circuit Television (CCTV) inspections, to evaluate the City's storm drain infrastructure structural integrity, its ability to hydraulically serve existing and future development; and assess the capital costs of infrastructure improvements and prepare a prioritized capital improvement program.
 
The City's storm water conveyance system is comprised of approximately 14.5 miles of storm lines, 440 catch basins, 4,500 feet of catch basin laterals, 300 manholes, a stormwater retention basin and 2 sump lift stations. The system is operated in conjunction with the Los Angeles County Department of Public Work (LACDPW), which owns and maintains approximately 10 miles of storm drain lines and two sump lift stations that interconnect with the City's storm drain line system. The scope of work this project involves only the City's storm drain line system.
The engineering firm selected for this project will oversee the work of a subcontractor performing the CCTV inspections of 76,500 feet of storm main lines and 4,500 feet of catch basin laterals; provide structural rehabilitation analysis and prepare a prioritized capital improvement program; update the City's stormwater Geographic Information System (GIS) maps and link the CCTV inspections and associated reports with the City's GIS.
 
DISCUSSION:
In August 2012, Staff issued a Request for Proposal (RFP) # 894-13 to provide Engineering Services for Storm Sewer Lines. Eight proposals were received. A summary of pricing offered by each contractor is shown below:

As a professional services agreement, the award selection is based upon several factors: ability to perform the requirements outlined in the Scope of Work, cost, references, prior experience, and engineering evaluation reports.  City Staff conducted an interview of the lowest bidder, Anderson Penna Partners, and concluded that they met all of the stated factors through their proposal with succinct clarity and understanding of the City's expectations as set forth in the RFP. Negotiations with Anderson Penna Partners to enhance key components of their proposal resulted in an increase of their originally proposed price of $120,645 to $130,645, which is still below the $135,195 price proposed by the second highest bidder, and within the $150,000 budgeted for this project. The negotiated enhancements include increased engineering hours to:
 
1. Update the City's stormwater GIS and creation of an interface with the CCTV inspections and associated electronic reports with the City's GIS
2. Inspection of upstream and downstream manholes and provide the inspection information for ranking as future inspections
3. Review the City's 1996 Storm Drain Master Plan capacity analysis to determine present day signs of capacity problems.
