RECOMMENDATION:
Staff recommends that the City Council discuss and provide direction for the request from the Rotary Club to hang its "Magic in Giving" banner above a City street and waive fees of $407.

FISCAL IMPLICATIONS:
The fiscal impact for hanging the banner will be $407.
 
BACKGROUND:
Staff received direction at the May 11, 2015 budget study session and directed staff to place this item on the May 19, 2015 City Council agenda.
 
An updated street banner ordinance was adopted by the City Council at the October 1, 2013 City Council meeting which limited banner permits for the purpose of publicizing City-sponsored and co-sponsored events and City funded-events only.
 
As background, previous "Legacy" community events were given fee waivers for "banners only" at the March 17, 2015 City Council meeting (Attachment 1) which included: "Walk with Sally", Sophisticated Snoops and the Sandpipers Holiday Homes Tour.
DISCUSSION:
The Rotary Club has requested permission to hang its "Magic In Giving" banner above a City street. Prior to the banner ordinance update, the City hung the Rotary banner in previous years and seeks permission to resume that practice this year.  
The Rotary Club is a longstanding community organization that has provided many upgrades to the Joslyn Center by planting new landscape at the entrance and adjacent exterior areas, installed the Petanque Court, helped populate Veteran's Parkway with drought tolerate plants, helped underwrite Meals On Wheels in Manhattan Beach, donated AED's to the City, rehabilitation of senior homes in Manhattan Beach and contributed to Makerspace and Stop Hunger Now at Pacific School.
 
CONCLUSION:
Staff recommends that the City Council discuss and provide direction on waiving fees for the Rotary Club "Magic in Giving" banner above a City street.
