RECOMMENDATION:
Staff recommends that the City Council:
a) Approve Resolution No. 26-0086 for Amendment No. 1 to the Temporary Information Technology Professional Services Agreement with TEKsystems Government Services in the amount of $200,000 for an updated total of $274,650 and extend the contract by one year; and
b) Authorize the City Manager to approve and execute the amendment with TEKsystems Government Services.
FISCAL IMPLICATIONS:
Sufficient funding for this Amendment No. 1 is available in the Information Technology Department’s budget for the fiscal year within the Information Technology Fund. The proposed amended contract will be used on an as-needed basis and funded by the salary savings from the vacant positions (currently three Technology Specialists) and the Information Technology budgeted professional services account. There are no additional fiscal implications at this time.
BACKGROUND:
The Information Technology (IT) Department manages the City’s network infrastructure, cloud services, software systems, web services, and audio-visual and broadcast technologies, ensuring secure, reliable, and efficient technology services that support City operations and public service delivery. In addition to maintaining these critical day-to-day services, the Department is implementing several technology initiatives, including Document Management, Tyler Systems Cloud Migration, and significant audio-visual and broadcast system upgrades. Given the existing workload and the three currently vacant Technology Specialist positions, there is an immediate need for temporary professional information technology services to ensure continuity of operations and sustain service levels during the recruitment efforts.
On December 29, 2025, the City entered into a two-year agreement with TEKsystems Government Services to provide specialized information technology professional services. The agreement is based on the level of services provided and billed for actual services performed. It was previously used to provide database expertise for Tyler systems in preparation for the cloud migration, which began this July. Due to the Department's recent vacancies and to support IT during the hiring process, an amendment increasing the agreement's maximum compensation to $274,650 and extending the contract to three years is required.
DISCUSSION:
The Information Technology Department is essential to the City’s business operations, ensuring the secure, efficient, and reliable delivery of technology services that support City departments and the public. Given the current Technology Specialist vacancies, IT needs to maintain current service levels until the hiring process is completed. Therefore, the proposed amendment to the current agreement with TEKsystems will temporarily help fill the void until the positions are filled.
Under the amended agreement, the City will pay in accordance with the respective resource fee schedule for temporary information technology professional services. The services may be used for other specialized IT services based on the specific need. To continue immediately addressing critical staffing needs while assessing long-term hiring options, staff recommends increasing the maximum compensation by $200,000 for a new maximum contract compensation of $274,650 and extending the contract term by one year to a total of three years. The additional amount accounts for six months of professional services provided by two resources (approximately $134,400) and for specialized technological skills (about $65,600). The actual amount of utilization will, however, depend on the Department’s staffing and technology expertise needs.
According to the Manhattan Beach Municipal Code (MBMC) Section 2.36.130, contracts for services of specially trained and professional individuals are exempt from the bidding process and must be approved by the City Council if the contract amount exceeds $75,000.
Therefore, staff recommends that the City Council: a) approve resolution No. 26-0086 for Amendment No. 1 to the Temporary Information Technology Professional Services Agreement with TEKsystems Government Services in the amount of $200,000 for an updated total of $274,650 and extend the contract term by one year; and b) authorize the City Manager to approve and execute the amendment with TEKsystems Government Services.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
