RECOMMENDATION:

Staff recommends that the City Council:

1.                     Adopt Resolution No. 26-0041 awarding an agreement with EYEP Solutions, Inc. for the purchase, implementation, and operation of a Mobile License Plate Recognition (LPR) system in an amount not to exceed $327,635.

2.                     Authorize the City Manager to execute the agreement and any necessary amendments, including exercising up to two additional one-year extensions if deemed in the City’s best interest.

 

FISCAL IMPLICATIONS:

Sufficient funds of $2,900,000 are currently budgeted for this project. Approximately $327,635 would be utilized from the Parking Fund for the Annual Parking Payment Facilities Improvement Program.

 

The cost breakdown for the project includes one-time capital costs totaling $196,723.45. Ongoing annual fees are estimated at $26,182.20 per year for Years 1 through 5 for the Mobile LPR system, including software licensing, maintenance, and support services.

 

BACKGROUND:

On April 15, 2025, the City Council considered the Parking Technology Roadmap and provided direction to proceed with recommended initiatives to modernize parking operations. The roadmap identified Mobile LPR technology as a critical component to support pay-by-plate parking, streamline enforcement operations, and enhance data-driven parking management. Mobile LPR systems enable automated license plate scanning, improving enforcement efficiency and accuracy compared to manual processes.

 

On February 17, 2026, the City Council awarded a contract for parking pay stations and mobile payment services, advancing the implementation of the City’s pay-by-plate parking program. Deployment of the Mobile LPR system represents the next phase of this modernization effort and is necessary to effectively enforce the new parking payment infrastructure.

 

DISCUSSION:

On October 17, 2025, staff issued the Mobile LPR RFP No. 1341-26 through OpenGov. Proposals were due on November 14, 2025. Four proposals were received; however, upon review, staff determined that none met the minimum qualification requirements established in the solicitation. As a result, staff determined that no award could be recommended, and a notice of no award was issued through OpenGov.

 

To ensure the City received proposals that fully met the required technical, operational, and experience standards, staff subsequently issued a revised RFP (RFP No. 1345-26) for a Mobile LPR system through OpenGov on December 10, 2025. Proposals were due on January 23, 2026.

 

Three proposals were received:

 

1.                     EYEP Solutions, Inc.

2.                     Minuteman Security Technologies, Inc. dba: Minuteman Security and Life Safety Response

3.                     Premium Parking Services, LLC - Disqualified for not meeting minimum qualifications

 

As outlined in the RFP, the evaluation criteria included:

The Public Works Department established a multi-department evaluation committee in advance of the review process, with representation from Finance, Public Works, Information Technology, Parking Enforcement (Police), and Community Development. The committee evaluated all proposals received for the Mobile LPR system in accordance with the criteria outlined in the solicitation. Proposals were reviewed for compliance with minimum qualifications, responsiveness to the scope of work, technical capability, proposed pricing, and overall alignment with the City’s operational and system requirements.

 

Based on the written proposal review, both vendors received closely aligned scores. As a result, both were invited to participate in live demonstrations and interviews with the evaluation committee. These demonstrations provided an opportunity to assess system accuracy, usability, integration capabilities, reporting tools, and overall enforcement workflow functionality.

 

As part of the evaluation process, staff conducted reference checks for both vendors to further assess system performance, reliability, account management, and support services. Reference questionnaires were emailed to multiple agencies identified by each vendor, and responses received were evaluated and incorporated into the overall scoring in accordance with the criteria outlined in the RFP.

 

Both vendors submitted responsive proposals and demonstrated the ability to meet the City’s technical and operational requirements. Following evaluation of written proposals, interviews, system demonstrations, and reference checks, EYEP Solutions, Inc. received the highest overall score based on the criteria established in the RFP and was therefore determined to provide the best overall value to the City.

 

Accordingly, staff recommends that the City enter into a three-year agreement with EYEP Solutions, Inc. for the purchase, implementation, and operation of a Mobile License Plate Recognition system, in an amount not to exceed $327,635, with two one-year extension options. Staff further recommends authorizing the City Manager to administratively exercise the one-year extension options if deemed to be in the City’s best interest.

 

PUBLIC OUTREACH:  

The RFP was advertised through OpenGov and the City’s website to encourage broad participation. The public has been informed of this agenda item as part of the City’s standard meeting notice practices via public bulletin boards, website calendar, and social media. Public outreach and customer education will be incorporated as part of implementation through signage, branding, and communication prior to system launch, consistent with the City’s standard public notification practices.

 

ENVIRONMENTAL REVIEW:

The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378(b)(5) of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

 

LEGAL REVIEW:

The agreement has been reviewed by the City Attorney and is approved as to form.
