RECOMMENDATION:
Staff recommends that the City Council:
a) Waive formal bid requirements pursuant to Manhattan Beach Municipal Code Section 2.36.150 (cooperative purchasing); and
b) Adopt Resolution No. 23-0045 approving an agreement with Insight Public Sector for a storage area network system for an amount not to exceed $132,642.
FISCAL IMPLICATIONS:
Funding for this purchase exist in the Fiscal Year 2023-2024 Information Technology budget.
BACKGROUND:
Over the past five years, the City has made great strides in implementing and utilizing technology to effectively serve the public and provide information and data to staff in order to make informed business decisions. Implementation of systems such as the Tyler Munis financial suite and the Enterprise Permitting & Licensing (formerly EnerGov) system have improved efficiencies internally while also providing the public with greater access to the City organization through online services.
DISCUSSION:
Directly related to the implementation of new technology comes the need to ensure adequate storage capacity and data redundancy to help guard against data loss in the event of a system interruption. Commonly referred to as a “disaster recovery” plan, the concept is to establish data redundancy in a secondary electronic location to help ensure for the successful recovery of data in the event of a data loss in the primary storage systems. Procurement of the recommended equipment will address this need by providing both additional storage capacity and a redundant storage area to replicate critical data.
The recommended purchase is being achieved utilizing the City’s cooperative purchasing or “piggybacking” policy. This policy allows for the extension of pricing, terms, and conditions of one agency’s contract to other governmental agencies with the mutual consent of all parties. The selected hardware is only purchased through resellers and Insight Public Sector provided the pricing based on the Omnia Partners (Cobb County) IT Products and Services Contract No. 23-6692-03 (cooperative purchasing contract). All of OMNIA’s cooperative purchasing contracts are solicited competitively and publicly awarded by a lead agency based on the respective procurement regulations.
CONCLUSION:
Staff recommends that the City Council: a) Waive formal bid requirements pursuant to Manhattan Beach Municipal Code Section 2.36.150 (cooperative purchasing); and b) Adopt Resolution No. 23-0045 approving an agreement with Insight Public Sector for a storage area network system for an amount not to exceed $132,642.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 1506 (b)(3) of the State CEQA Guidelines, the activity is not subject to CEQA; thus no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
