RECOMMENDATION:
Staff recommends that the City Council recognize businesses that have been providing longstanding business operations and services to the community for a number of years.
FISCAL IMPLICATIONS:
Sufficient funding is available in the Finance Department budget for the plaques, certificates and related supplies.
BACKGROUND:
The City Council established an award program to recognize and applaud longstanding businesses that have continuously maintained a commercially-zoned premise providing services to our community for many years.
On May 1, 2018, the City Council updated the Longstanding Business Award Program by identifying five incremental milestones recognizing 10, 25, 30, 40, and 50 years of continuous service. On September 9, 2021, the City Council directed staff to further expand the Program by including additional milestone years of 5, 15 and 20 years.
On December 2, 2025, staff presented options to the City Council to consider updating the program milestones. Based on feedback received, the 2025 Recognition Award program was maintained as-is with one additional milestone added for over 75 years of service. Additionally, the City Council directed staff to work with the Chamber of Commerce to explore further updates and ways to refresh the award program in the future.
Based on the historical changes to the award program, the City now recognizes nine (9) incremental milestones of 5, 10, 15, 20, 25, 30, 40, 50 and over 75 years of continuous service in the community.
As further background, the requirements of the award program include the following criteria:
1. The business must be located in a commercially-zoned premise.
2. The business must be in good standing and current on their business license taxes.
3. The business does not fall in an excluded business category (Out of town, living area, PO Box, Condo Association and out-of- town contractors and subcontractors).

As illustrated in the table above, plaques will be awarded to businesses that reach 20 to over 75 year milestones. Certificates will be awarded to businesses that reach 5, 10, and 15 year milestones.
DISCUSSION:
A total of 142 businesses are being recognized for the 2025 Longstanding Business Awards. The City applauds these longstanding businesses that have provided continuous business and service to the community for the last 5-75 or more years.
This year, City Council will present a total of 55 plaques to various businesses (in alphabetical order) in the 75, 50, 40, 30, 25, and 20 year milestones:

All businesses contribute to the vitality of the community and, through this program, the City Council proudly recognizes the contributions of these establishments.
PUBLIC OUTREACH:
City Staff contacted each business receiving a plaque and notified them of their eligibility of a Longstanding Business Award. There are 55 plaques that will be presented to businesses that have achieved 20, 25, 30, 40, 50 and over 75 years of continuous service in the community. Additionally, the certificates will be mailed to businesses that have achieved 5, 10 and 15 milestone years.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
