RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to execute a contract with GHD, Inc.(GHD) for engineering services for the Manhattan Avenue/ Highland Avenue Improvement Project and Parkview Avenue Sidewalk and Access Ramp Improvement Project in the total not-to-exceed amount of $119,053 (Attachment 2).

FISCAL IMPLICATIONS:
Funding for the Manhattan Avenue/Highland Avenue Improvement Project and the Parkview Avenue Sidewalk and Access Ramp Improvement Project was approved as part of the City’s Capital Improvement Plan (CIP). $702,805 is budgeted in the Gas Tax Fund to rehabilitate Manhattan and Highland Avenues from 1st Street to 8th Street. Additionally, $130,000 is budgeted in the Gas Tax Fund to construct the Parkview Avenue improvements.
BACKGROUND:
Manhattan/Highland Avenues
The Manhattan and Highland Avenues improvement addresses pavement that was last improved in the late 80’s and early 90’s and now needs rehabilitation due to its deteriorating condition. The project area covers Manhattan and Highland Avenues between 1st Street and 8th Street - see Exhibits 1 and 2 in Attachment 3.
Parkview Avenue
Currently, there is no sidewalk on the north side of Parkview Avenue between Parkway and Market Place. This project will provide accessible pedestrian access from Park Way to the Parkview Avenue through construction of a sidewalk and ADA ramps - see Exhibit 3 in Attachment 2.
The property owners on the north side of Parkview, Comstock Development and Continental Development Corporation, have verbally agreed to dedicate the necessary street right-of-way for a proposed sidewalk on the north side of Parkview Avenue. The street right-of-way dedication will be developed and executed once preliminary engineering design identifies the exact project sidewalk ADA and curb boundaries.
DISCUSSION:
The Public Works Department issued a Request for Proposals on July 15, 2016 for professional engineering services for the project. A total of six (6) proposals were received by August 15, 2016. Proposals were evaluated and ranked by an evaluation committee of City staff according to the following selection criteria:
• Demonstrated understanding of the scope of services
• Key personnel qualifications and experience with similar projects
• Project management methods and quality control/assurance
Based on the selection criteria, GHD had the best overall proposal. GHD’s assigned staff has excellent experience on similar projects, identified and understands the key project issues, and proposed an appropriate level of staffing for the size and complexity of the project. Their scope of work and methodology was clearly outlined to complete the project in a timely manner. The total not-to-exceed cost for the engineering services of the Manhattan Avenue/ Highland Avenue Improvement Project and the Parkview Avenue Sidewalk and Access Ramp Improvement Project is $119,053.
Manhattan and Highland Avenues Improvement Project
This portion of GHD’s scope of work is for $90,437. It will consist of preparation of engineering plans, specifications and cost estimates (PS&E) for the pavement rehabilitation. Deteriorated curb, gutter and sidewalk will be identified for replacement. All applicable access ramps will be identified for replacement to meet the latest Americans with Disabilities Act (ADA) standards. It is likely that new ramps may need to be added to connect existing paths of travel. It should be noted that Manhattan Avenue is approximately 50 feet from curb to curb and has 32 existing access ramps within the project. Highland Avenue is approximately 39 feet from curb to curb and has 37 existing access ramps. The Manhattan and Highland Avenues project site is located in an area of the City with limited parking space and moderately heavy pedestrian usage. The design and subsequent construction will take into account the need for the lowest possible impact to the residents, visitors and business owners.
Parkview Avenue Sidewalk and Access Ramp Improvement Project
This portion of GHD’s scope of work is for $28,616. This project will include the design of sidewalk and ADA ramps along the north side of Parkview Avenue between Marriott Drive and Market Place. The design will involve topographical and legal surveys, restoration of landscaping, disposition of parking meters and ADA compliant ramps. Defective curb, gutter, cross gutter/spandrel will also be identified to be replaced.
POLICY ALTERNATIVES:
Do not approve the proposed professional services agreement for these projects.
PROS:
Funding would not have to be spent for these projects. There will be no disruption to the public due to construction activity.
CONS:
Public Works staff has determined that the pavement rehabilitation work along Highland and Manhattan Avenues will need to be addressed sooner than later due to the deteriorated condition of asphalt surface. Deferring maintenance will result in more costly repairs later. The City has received several requests for sidewalk along Parkview Avenue between Marriot Drive and Market Place.
PUBLIC OUTREACH/INTEREST:
GHD’s Professional Services Agreement (Attachment 1) scope of work includes community outreach meetings during the design process. Depending on the outcome of these initial public meetings, additional public meetings can be scheduled, if needed.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1(c) categorical exemption pursuant to Section 15301, Existing Facilities of the State CEQA Guidelines. Thus, no further environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed and approved the proposed Professional Services Agreement as-to-form.
