RECOMMENDATION:
Staff recommends that City Council adopt Resolution No.15-0066 supporting efforts of the City of Hermosa Beach to implement the Pacific Coast Highway / Aviation Boulevard Mobility Improvement Project.

BACKGROUND:
For the past several years, the City of Hermosa Beach has been developing a long range plan to implement major improvements along the Pacific Coast Highway and Aviation Boulevard to improve traffic circulation, pedestrian access, bicycle access and transit efficiency. As part of this effort, the City of Hermosa Beach partnered with the California Department of Transportation (Caltrans) and developed a Project Study Report (PSR), which studied three build design alternatives. Caltrans took lead in preparing the PSR and completed the study in about 3 months. A PSR of this size typically takes at least one year to complete, which highlights the importance Caltrans placed on this project.
The three build alternatives include Alternatives 2, 3, and 4. Alternative 1 is a “No Build”. Alternative 2 proposes to improve pedestrian mobility and provide aesthetically pleasing roadway by reconstructing the sidewalks, undergrounding utilities, and constructing a landscaped median. Alternative 3 and 4 propose to improve mobility and safety for all users including pedestrians, bicyclists, and transit users by implementing the concept of road diet and constructing roundabouts at some of the intersections.
Since the improvements envisioned by the City of Hermosa Beach would be of significant benefit not only to the City of Hermosa Beach, but also to the South Bay region and specifically to the Cities of Redondo Beach and Manhattan Beach, the City of Hermosa Beach has requested support from the City of Manhattan Beach for the PCH/Aviation Mobility Improvement Project.
DISCUSSION:
By adoption the attached resolution, the City Council endorses and supports the efforts of the City of Hermosa Beach to develop and implement the PCH/Aviation Mobility Improvement Project. In addition, the City Council would also endorse and support any funding applications for the project and would commit to cooperating with the City of Hermosa Beach as the PCH/Aviation Mobility Improvement Project is developed and implemented.
CONCLUSION:
Staff is recommending that City Council adopt Resolution No.15-0066 supporting efforts of the City of Hermosa Beach to implement the Pacific Coast Highway / Aviation Boulevard Mobility Improvement Project.
