Recommended Action

RECOMMENDATION:

Staff recommends that the City Council approve a payment in the amount of $94,500.00 [95% ($89,775.00) would be released immediately and 5% ($4,725.00) would be retained and released after project completion] to T.E. Roberts, Inc. for the 2011-2012 Water Main Replacement Project, Phase 2 (Area 7, south Sand Section).

FISCAL IMPLICATIONS:

Water Enterprise Funds in the amount of $2,750,000 have been appropriated by City Council for this project. Please see Attachment 1, Tables 1 and 2 for budget, anticipated expenditure and progress payment details in tabular format. Phase 1 was completed in October 2012 at a cost of $1,686,262 leaving a balance of funds in the amount of $1,063,738 available for the Phase 2 project. With the completion of final change order negotiations with the Phase 1 contractor, the anticipated balance after Phase 2 project completion could require an appropriation of additional Water Enterprise Funds if final costs exceed the available balance. Staff recommends making the determination if an additional appropriation is needed until the Phase 2 project is further into construction.

 

BACKGROUND:

This project is part of the City’s annual water main replacement program. Projects to repair or replace water and sewer mains were included in the five year Capital Improvement Plan (CIP) previously adopted by City Council.

 

The 2011-2012 Water Main Replacement Projects (Phase 1 and 2) includes the replacement of a total of 11,600 linear feet of undersized and/or deteriorated water pipe, and consists of mainline replacements at a total of eleven project street locations in the City’s Sand Section. New water mains, valves and fire hydrants will be constructed, and new residential water service lines reconnected to the new main. The new water mains will be relocated from the encroachment areas to the walk-street areas and the existing mains abandoned in place. Private improvements in the encroachment areas will be restored in kind and the drive or walk-street will be reconstructed in affected areas. Phase 1 has been completed and Phase 2 will replace 3,350 linear feet of existing water mains as shown on Attachment 2.

 

On March 6, 2013, City Council authorized the City Manager to award a construction contract in the amount of $982,785 to T.E. Roberts, Inc. for the 2011-12 Water Main Replacement Project, Phase 2 (Area 7 – south Sand Section) and approve additional construction work, if necessary, in an amount not-to-exceed $82,547 (8.5% due to budget constraint).

 

DISCUSSION:

Construction started on April 15, 2013. Water Phase 2 project mobilization began on Highland Ave from 10th to 6th Street and included construction staging, potholing and traffic control. The Contractor has completed the trench construction and testing of a new 8-inch water mainline. The Contractor has also completed the first (base) course of pavement restoration for Highland Ave.

 

The Contractor is currently working on the construction and testing of the new water mainline on 7th Street (walk-street) from Crest Drive to Ocean Drive. Subsequently, the Contractor will connect the new water mains on Highland Ave and 7th Street to the existing water system at each intersecting street. At this time, temporary water service interruptions will take place to make these connections. The Contractor will then construct new water services to each household within the construction limits.

 

The contractor has submitted an invoice for Progress Payment No. 1 in the amount of $94,500.00 for work completed to date. Public Works staff has verified that the work was completed in compliance with the contract plans and specifications. Five percent retention will be retained and a net progress payment in the amount of $89,775.00 will be released upon City Council approval of this progress payment. Retention will be released after City Council acceptance of the completed project.

 

Project Schedule

The contract includes 60 working days to complete the work. Completion is anticipated by July 2013.
