RECOMMENDATION:

Staff recommends that City Council adopt Resolution No. 25-0007:

 

1.                     Making a determination of exemption pursuant to Section 15301 Class 1(c) of the State CEQA Guidelines;

2.                     Approving the Final Plans and Specifications for the Cycle 2 Street Resurfacing Project at Marine Avenue and 14th Streets (Cycle 2 Street Project);

3.                     Awarding a Construction Agreement to Sequel Contractors, Inc. for the Cycle 2 Street Project for $1,648,236; and

4.                     Authorizing the City Manager to execute the agreement and authorizing the City Manager and/or his or her designee to approve an extra work contingency up to $165,000.


FISCAL IMPLICATIONS:

Sufficient funds of $1,970,236 are currently available for the Cycle 2 Street Project. Approximately $1,445,636 will be utilized from the Gas Tax Fund and $524,600 from the Measure R Fund for the Annual Street Resurfacing Program. A Budget and Expenditures Summary Report is attached.

 

BACKGROUND:

The City of Manhattan Beach is responsible for repairing and maintaining approximately 106 linear miles of street that vary in age and condition requiring varying treatments periodically to keep them at high standards. To meet this objective, the City has an Annual Street Resurfacing Program for milling and overlaying street pavement surfaces and replacing disturbed curbs, gutters, and sidewalks. Locations of specific projects are determined through the Triennial Pavement Management Program (PMP). The PMP is an inspection of pavement surfaces to assess condition, prioritize rehabilitation, and determine resources required to maintain street pavements in good condition. Based on the 2021 and 2024 PMP’s Pavement Condition Index (PCI) rating, staff prioritized several low-scoring street segments to be resurfaced, which includes the streets identified in the Cycle 2 Street Project.

 

This street project is a continuation of the original 2023 Cycle 2 Street Resurfacing Project list. On February 21, 2023, City Council rejected all bids for the original project scope due to the exceedance of the project budget. Due to budgetary constraints, Marine Avenue and 14th Streets were unable to be included in the 2023 Cycle 2 Street Resurfacing Project.  These streets are now being addressed as part of the current project’s scope.


DISCUSSION:

The Cycle 2 Street Project involves the rehabilitation of the following street segments located within the Tree Section:

 

                     Marine Avenue from Blanche Road to Valley Drive. This section of Marine Avenue currently has a PCI of 54 and will have a PCI of 100 once complete. (Full-depth Reconstruction)

                     14th Street from Laurel Avenue to Pacific Avenue. This section of 14th Street currently has a PCI of 44 and will have a PCI of 100 once complete. (Mill Grind and Overlay)

                     14th Street from Ardmore Avenue to Deegan Place. This section of 14th Street currently has a PCI of 47 and will have a PCI of 100 once complete. (Mill Grind and Overlay)

                     29th Street and Flournoy Road Intersection Improvement (Localized Repairs)

 

The Cycle 2 Street Project primarily includes the resurfacing of the asphalt concrete street segment on Marine Avenue by utilizing a full-depth reconstruction treatment (i.e. complete removal of the old asphalt concrete section down to the base and replacement with a new section).

 

As traditionally found in the Tree Section, Marine Avenue is considered a non-standard street with no curb, gutter, and sidewalk elements. Therefore, variable-depth concrete rolled curb gutters will be constructed to aid in the transition from the new asphalt concrete driving surface across each property’s driveway approaches and/or existing parking pads. In addition, the rolled curbs will provide adequate stormwater runoff and help prevent further deterioration of the street pavement.

 

The Cycle 2 Street Project also includes an asphalt concrete grind and overlay treatment on 14th Street. The 14th Street segments are standard streets with traditional curb, gutter, and sidewalk elements. Concrete curb access ramps will be reconstructed at adjacent intersection crossings to meet current Americans with Disabilities Act (ADA) requirements.

 

Construction Bids

Base bids for the Cycle 2 Street Resurfacing Project at Marine Avenue and 14th Streets (Bid No. E1299-24C) were solicited competitively per the provisions of the California Public Contract Code in October 2024. The Project was advertised on the City of Manhattan Beach Public Works Department Bid Opportunities webpage and the City’s Bid Portal with PlanetBids (an online service that connects vendors, suppliers, and contractors to government procurement opportunities). In addition, to allow for adequate project examination before bidding, staff conducted a virtual pre-bid meeting for contractors, material suppliers, and interested parties.

 

Three bids were received on November 14, 2024. The bids ranged from a low bid of $1,648,236 to the highest bid of $2,345,678 as follows:

Sequel Contractors, Inc.'s bid was analyzed for arithmetical errors, completeness, accuracy, etc. and found to be responsive. Representatives of agencies where Sequel has performed work have indicated that it was comparable to the Cycle 2 Street Project scope and met their satisfaction. The current project was discussed with the firm’s representatives who expressed confidence in their bid and a desire to perform the work in a timely and acceptable manner.

 

Therefore, staff recommends that the City Council award a construction agreement to Sequel Contractors, Inc. for $1,648,236 and authorize the City Manager and/or his or her designee to approve change orders for additional work up to $165,000 (10% of the construction contract cost), if necessary.

 

The Notice to Proceed to fulfill preconstruction requirements and order materials will be issued as soon as the construction agreement is executed. Construction is anticipated to start in late spring 2025 and be completed in summer 2025. Allowable construction hours will be from 7:30 a.m. to 4:30 p.m., Monday through Friday, with modifications to working hours during school days.

 

PUBLIC OUTREACH:
Three community meetings were held on April 20, 2022, September 29, 2022, and July 23, 2024 to communicate the design intent and construction impacts to the public. The meetings were publicly noticed on the City’s Project website and by mail to residents on all affected streets. The April 2022 meeting was held virtually, and the September 2022 and July 2024 meetings were hybrid with in-person and virtual participation. Area residents will be updated with information on the City’s website. Once the construction phase begins, public outreach will include an initial project construction notice mailed to nearby residents and periodic updates on construction milestones on the City website.


ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1 categorical exemption pursuant to Section 15301 (Existing Facilities) of the State CEQA Guidelines which applies, in part, to the repair and maintenance of existing streets, consistent with the scope of the project. Thus, no further environmental review is necessary.


LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
