Body
FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.
BACKGROUND:
At the March 8, 2022, City Council Meeting, the City Council adopted Resolution No. 22-0031 calling for the holding of a Special Municipal Election in order to submit to the voters a question relating to an initiative ordinance that would provide supplemental funding for the Manhattan Beach Unified School District (also known as Measure A); and directing the City Attorney to prepare an impartial analysis. Measure A was proposed and initiated by the proponents of the “MB Citizens for Schools.” At the same meeting, the City Council adopted Resolution No. 22-0032, requesting the Board of Supervisors of the County of Los Angeles to render services to the City relating to conducting the Special Municipal Election.
The County administered the election and canvassed the results of the City’s June 7, 2022 Special Municipal Election for Measure A.
Pursuant to Elections Code §10264, as soon as the result of the election is declared, the elections official of the governing body shall enter on its records a statement of the result. The statement shall show:
a) The whole number of votes cast in the city.
b) The names of the persons voted for.
c) The measures voted upon.
d) For what office each person was voted for.
e) The number of votes given at each precinct to each person and for and against each measure.
f) The number of votes given in the city to each person and for and against each measure.
DISCUSSION:
In order for the citizen-initiated measure to pass, it would require a simple majority (50%+1) of the voters casting votes. Thirty-one percent (31%) of voters voted in favor of Measure A, while the voting majority of 66% voted against it. Measure A failed to receive the majority of the votes and therefore, will not be adopted.
On July 5, 2022, the Los Angeles County Registrar-Recorder/County Clerk (LACRRCC) conducted a canvass of the June 7, 2022, Special Municipal Election. Attached for City Council approval is a true and correct Canvass Certificate provided by the LACRRCC.
CONCLUSION:
Staff recommends that the City Council adopt Resolution No. 22-0103 which recites the facts of the Special Municipal Election held in Manhattan Beach on June 7, 2022, declaring the result and such other matters as provided by law.
