RECOMMENDATION:
Staff recommends that the City Council approve a Program Supplement adding the Strand Stairs Rehabilitation Project under the existing Master Agreement with Caltrans for the receipt of Federal Transportation Funding and adopt Resolution No. 15-0027 authorizing the City Manager to sign the Program Supplement on behalf of the City.

FISCAL IMPLICATIONS:
The City is authorized to receive federal funding in the amount of $1,439,839 under the "Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users" (Safetea-Lu) SAFETEA-LU bill for the Strand Stairs Rehabilitation Project. A Master Agreement has been executed for the City to receive federal-aid transportation funding through the State of California Department of Transportation (Caltrans). This Program Supplement to the Master Agreement must be executed for the City to receive the authorized Federal Transportation Funding for the Strand Stairs Rehabilitation Project.
BACKGROUND:
The Strand Pedestrian Access Improvement Project was included as an earmark in the federal surface transportation bill in 2005. The SAFETEA-LU listed the Strand Stairs Rehabilitation Project as a high priority project in the amount of $1,600,000 with actual funding dependent on the extent of congressional appropriations over the life of the bill. Ultimately, $1,439,839 of federal funds was made available for the entire project. This funding is available on a reimbursement basis and typically a 20% local match is required. In FY 2008-2009, City Council appropriated Capital Improvement Funds (CIP Funds) in the amount of $320,000 to fund the local match.
The Program Supplement Agreement was initially approved by Caltrans in December, 2014. In order to ensure that the allowable window for construction for the Strand Stairs Rehabilitation Project was not missed, this Program Supplement to the Master Agreement approval is now being requested prior to the advertisement and construction of this project.
DISCUSSION:
Before federal transportation funds can be provided through the State of California Department of Transportation (Caltrans), the City and Caltrans must enter into a Master Agreement setting the terms and conditions for the receipt of federal funding. This Master Agreement is general in nature and would apply to all current and future federally-funded transportation projects funded through Caltrans.
The City has executed a Master Agreement with the State of California Department of Transportation (Caltrans) to receive federal-aid transportation funding through Caltrans. The Program Supplement adds the specific project to the Master Agreement and must be executed for the City to receive the authorized funding for the Strand Stairs Rehabilitation Project.
CONCLUSION:
It is staff's recommendation that the City Council approve a Program Supplement adding the Strand Stairs Rehabilitation Project under the existing Master Agreement with Caltrans for the receipt of Federal Transportation Funding and adopt Resolution
No. 15-0027 authorizing the City Manager to sign the Program Supplement on behalf of the City.
