Recommended Action

RECOMMENDATION:

Staff recommends that the City Council Approve the Beach Cities Health District (BCHD) Contribution and Use Agreement for a $150,000 contribution towards the Senior and Scout Community Center.

FISCAL IMPLICATIONS:

If approved, the City will receive $150,000 contribution from BCHD. The associated fiscal implications from this contribution will be included in a future budget update along with a corresponding appropriation.

 

BACKGROUND:

On April 20, 2020, City Council approved a Contribution and Use Agreement with the Beach Cities Health District for their financial contribution of $150,000 towards the Scout House. The attached agreement has been updated to reflect the new Memorandum of Understanding (MOU) between the City and Friends of Senior & Scout Community Center approved by City Council on March 7, 2023. The terms of the Contribution Agreement have not changed, however, the language has been updated to reflect the Council approved MOU with the Friends of the Scouts at the March 7, 2023, meeting. The BCHD Board approved the attached agreement at its June 27, 2023, Board meeting. If approved, this MOU will supersede the prior MOU.


DISCUSSION:

The attached agreement provides dedicated time for BCHD to provide community programming, including classes and events (listed below), for 25 years following the issue of the Certificate of Occupancy. BCHD shall have the right to utilize the community room and the kitchen at no cost for the purpose of conducting its community programs which may include, but not be limited to, the following:

 

(a)                     Four (4) senior nutrition class series per year (32 hours of use per year). 

(b)                     Four (4) BCHD events per year (Coalition Meetings, Speaker Series, etc.) 

(12                      hours of use per year).

(c)                     Four (4) support group series per year (Powerful Tools for Caregivers,     

                                                               Mindfulness and Aging, etc.) (48 hours of use per year). 

The City will work collaboratively with BCHD to provide programming that will benefit the community.

PUBLIC OUTREACH:
This item was discussed at the June 27, 2023 Beach Cities Health District Board Meeting and at the April 20, 2020 and March 7, 2023 City Council meetings.

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

 

LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
