RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 26-0052:
1. Re-adopting and revising the Fiscal Year 2025-2026 street repair list for Fiscal Year (FY) 2026-2027 to be funded by Senate Bill 1 (SB1) and The Road Maintenance and Rehabilitation Account (RMRA) revenues; and
2. Authorizing the Public Works Director or his/her designee to submit the necessary project information to the California Transportation Commission (CTC) as required by the Act, including year-end reporting for all SB 1 Projects.
FISCAL IMPLICATIONS:
The City anticipates receiving $997,768 in SB 1 - RMRA revenues for FY 2026-2027 for street repair and maintenance. To receive these funds, the City must adopt, by resolution, a list of qualifying street projects intended to be partially or fully funded with SB 1 funds on or before July 1, 2026. The City receives RMRA funding starting on July 1 of each year. SB 1-funded projects are adopted as part of the City’s 5-Year Capital Improvement Program (CIP) Plan each year.
BACKGROUND:
SB 1, The Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the State Legislature and signed into law by Governor Brown in April 2017 to address significant transportation funding shortfalls statewide.
Beginning November 1, 2017, the State Controller began depositing funds into the newly created RMRA to distribute them to eligible cities under Streets and Highways Code Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system. As a condition of receiving SB1 funds, the City of Manhattan Beach is required to adopt a project list and provide year-end reporting on completed projects. Over the past three years, the City has adopted the following SB 1 projects:
FY 2023-2024: Cycle 2 Street Resurfacing Project that included Agnes Road, Flournoy Road, 27th Street, and 29th Street. Construction started in June 2023, reached substantial completion in November 2023, and was formally accepted as completed on February 6, 2024.
FY 2024-2025: Remaining Cycle 2 Street Resurfacing Project that included Marine Avenue and 14th Streets. Construction started in April 2025, reached substantial completion in August 2025, and was formally accepted as completed on October 21, 2025.
FY 2025-2026: Cycle 3 Street Resurfacing Project that included Peck Avenue, Manhattan Beach Boulevard, and 19th Street, currently in design.
DISCUSSION:
The Annual Street Resurfacing Program designates streets for repair according to the triennial Pavement Management Program (PMP) Final Report, which evaluates the pavement condition of each City street segment on a scale from 0 to 100 (with 100 representing optimal condition).
The City Council approved the 2024 PMP Final Report on December 3, 2024, and the subsequent PMP revision is scheduled for completion in the fall of 2027.
The CTC allows previously proposed and adopted projects from Fiscal Year 2025-2026 to be utilized for Fiscal Year 2026-2027 RMRA revenues.
The construction phase of the Cycle 2 Street Resurfacing Project, encompassing Marine Avenue and 14th Streets, was completed in August 2025. Staff is finalizing the design for the Cycle 3 Street Resurfacing Project, which focuses on two streets adjacent to the Peck Reservoir site: Peck Avenue and 19th Street. The reconstruction segment of the non-residential street within Cycle 3 has been separated into an independent project - Manhattan Beach Boulevard Pavement Rehabilitation Project from Sepulveda Boulevard to Pacific Avenue. This enabled the Cycle 3 Street Resurfacing Project to incorporate residential street segments, offering a schedule- and cost-efficient solution for Area 4. Construction for the Cycle 3 Street Resurfacing Project is expected to commence in the spring of 2027.
Additionally, staff is currently soliciting a professional services agreement for the design of the forthcoming Aviation Boulevard Pavement Rehabilitation Project. This project will consist of improvements on Aviation Boulevard between Artesia and Manhattan Beach Boulevards, in collaboration with the City of Redondo Beach.

The City intends to resurface or reconstruct these streets by cold mill and overlay, or full-depth reconstruction. These rehabilitation techniques will prolong the lifespan of the street pavement by 15 to 20 years. Where necessary, repairs to the concrete curb and gutter, sidewalk, and installation/reconstruction of curb ramps will also be implemented to comply with the Americans with Disabilities Act (ADA). The installation of a concrete rolled curb is generally employed in locations where conventional curbs, gutters, and sidewalks are absent, facilitating a smoother transition for nearby driveway approaches and effectively managing stormwater runoff from the drainage area.
Staff recommends that the City Council approve a resolution adopting and revising the FY 2026-2027 street list to include the remaining design services for the Cycle 3 Street Resurfacing Project, Manhattan Beach Boulevard Pavement Rehabilitation Project, and Aviation Boulevard Pavement Rehabilitation Project. Staff also recommends adopting the revised street list for design services related to the Cycle 3 Street Resurfacing Project and the Manhattan Beach Boulevard Pavement Rehabilitation Project to facilitate street rehabilitation initiatives and allocate SB 1 funding for the upcoming year. Additionally, this includes the construction of the Cycle 3 Street Resurfacing Project, which covers streets near Peck Reservoir, specifically Peck Avenue and 19th Street, as well as Area 4, which comprises Cedar and Magnolia Avenues.
PUBLIC OUTREACH:
The public has been informed of this agenda item as part of the City’s standard meeting notice practices via public bulletin boards, website calendar, and social media. As street resurfacing projects are designed and constructed, the public will be engaged through outreach notifications and public meetings.
ENVIRONMENTAL REVIEW:
The proposed project is exempt from the California Environmental Quality Act (CEQA) provisions per the CEQA Guidelines, pursuant to the following provision: Section 15301, Class 1(c). Based on the CEQA requirements, a Notice of Exemption will be filed for the project with the Los Angeles County Clerk’s office before the construction phase.

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
