FISCAL IMPLICATIONS:
Capital Improvement Program funds in the amount of $273,076 have been appropriated by City Council in addition to a private donation of $845,000 for a total of $1,118,076 for this project.

BACKGROUND:
On November 6, 2012 the City Council approved a Memorandum of Understanding with the American Youth Soccer Organization (AYSO) for the construction of an artificial turf field at Marine Avenue Park.  The project was a partnership between the City of Manhattan Beach and AYSO.  City contributed $236,076 and AYSO along with other private donators contributed $845,000.

On June 20, 2013 the City Council awarded a construction contract to Asphalt Fabric & Engineering, Inc. for $737,496.  Since the construction contract came in under the engineer's estimate, City Council approved additional expenditures towards the project (Attachment 1).

DISCUSSION:
Construction of the synthetic turf field started on May 9, 2013 and became operational in September 2013 just prior to the 2013 soccer season, with the exception of two items.  The final two items were the construction of a concrete block shed and a steel shade structure that have now been completed.

CONCLUSION:
The Contractor has completed all contract work and is requesting formal acceptance of the work and final payment in the amount of $26,584.33. The retention in the amount of $19,949.65 would be released upon the expiration of 35 days after recordation of the Notice of Completion with the County Recorder. All work inspected by the Public Works Department has been found to be in conformance with the plans and specifications.
