RECOMMENDATION:
Staff recommends that Council receive the report on a potential FY 2017-18 work plan with the Manhattan Beach Chamber of Commerce and provide direction.
FISCAL IMPLICATIONS:
In the FY 2017-18 Budget, funds totaling $100,000 were appropriated for Economic Development Partnerships. Funding for the Chamber would be provided from this account.
BACKGROUND:
The Manhattan Beach Chamber of Commerce spoke during public comment at this year’s budget discussion about its desire to receive funding from the City to support its programming and operations. Council requested that this item be added to a future agenda item to discuss whether to engage in a formal work plan with the Chamber.
About the Chamber
Through its events and mixers, the Manhattan Beach Chamber of Commerce activates the business community and provides a forum for local businesses to network and organize. Its Signature Events include Best of Manhattan Beach and the Economic Forum and State of the City. The Chamber currently has 420 members.
In years past, the City provided substantial funding to the Chamber of Commerce to support their efforts promoting commerce in Manhattan Beach. In the FY 2013-14 and FY 2014-15 budgets, the Chamber received $100,000 for various economic development efforts including promoting Manhattan Beach as a destination, hosting an Economic Forum and working on business retention strategies. Since 2015, however, the Chamber received no direct funding for a work plan and has only received sponsorship dollars from the City. In the FY 2016-17, the City paid the Chamber $11,000 to sponsor three events (Best of Manhattan, State of the City, Economic Summit) and made the same allocation for FY 2017-18.
Additionally, the City pays the Chamber annual membership dues of $2,585 dues. The City further supports the Chamber by consenting to a $1/year rent for their office space in the city-owned Post Office building. This lease was signed in 2012 and expires in 2022.
DISCUSSION:
The City Manager’s office has met with the Executive Director from the Chamber to discuss a work plan. Prior to Council direction to explore a work plan, the City and the Chamber have met about partnering to produce a comprehensive business map that would be ready for distribution prior to Thanksgiving that would involve City funding.
The Chamber has submitted the attached work plan as a framework for discussion (See Attachment 1 - Proposed FY 2017-18 Chamber Work Plan). In addition to the map, some aspects of the Chamber’s Work Plan include:
• Production of small business education seminars through the Small Business Development Center at El Camino College.
• Hosting a quarterly hospitality meeting.
• Consideration of additional event sponsorships such as Young Entrepreneurial Academy.
PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
