Recommended Action
RECOMMENDATION:
Staff recommends that that City Council:
1)      Approve a funding agreement between the South Bay Cities Council of Governments (SBCCOG) and City of Manhattan Beach for reimbursement of costs for the preparation of a Project Study Report (PSR) for intersection improvement projects along Sepulveda Corridor in the amount of $50,000.
2)      Authorize the City Manager to execute agreement.

FISCAL IMPLICATIONS:
SBCCOG will reimburse the City for the entire cost of hiring the technical consultant contracted to perform the work necessary for the PSR through funds allocated in the South Bay Measure R Highway Program.
 
BACKGROUND:
The South Bay Cities Council of Governments (SBCCOG) in partnership with the Los Angeles County Metropolitan Transportation Authority (Metro) and the South Bay cities funds transportation projects that improve mobility, safety, and sustainability along transportation corridors in the South Bay. The SBCCOG serves as the program manager through its Measure R Oversight Committee to help develop and oversee the South Bay Measure R Highway Program (SBHP) projects.  
 
Funding allocations for the SBHP are recommended for approval by the SBCCOG Board to the Metro Board in five to seven year increments and are updated annually. SBHP projects are delivered by South Bay Cities under funding agreements with Metro. The SBCCOG assists in the development of new projects.
 
In July, 2009, Southern California Association of Governments (SCAG) and the SBCCOG commissioned Hatch Mott MacDonald to conduct a "User-Based Microanalysis of State Route 1, Pacific Coast Highway" (2009 PCH Study).  In the 2009 PCH Study, 38 intersections along Sepulveda Boulevard within South Bay Cities were studied.  As a result, the study recommended a number of intersection improvements to relieve traffic congestion along the Sepulveda Corridor.
 
The SBCCOG has allocated funding to the City of Manhattan Beach in the amount of $50,000 for the City to prepare a PSR to further evaluate the recommended intersection improvements identified in the 2009 PCH Study.  In order to request for funding reimbursement, the SBCCOG requires the City to enter a funding agreement for this reimbursement arrangement (Attachment 1).  The City will then contract directly with a consultant to prepare the PSR.   Payment will be made directly from the City to the selected consultant.    
 
DISCUSSION:
In the 2009 PCH Study, a total of 38 intersections were studied within the South Bay cities.  From these, nine are located within the City of Manhattan Beach.  Seven of these nine intersections have been identified as important locations in improving traffic flow along Sepulveda Boulevard.  The proposed PSR will further analyze these seven intersections, which include Rosecrans Avenue, North Valley Drive, 33rd Street, 30th Street, Marine Avenue, 14th Street, and 2nd Street as further described in pages 12 and 13 of the 2009 PCH Study (Attachment 2).  A related report (14-0349) to this item is also on the agenda, which if approved will authorize a consultant agreement with a firm to prepare the Project Study Report.
 
With the upcoming 2015 Metro Call for Projects, staff intends to submit a grant application for the Sepulveda Improvements Project based on the PSR analysis. The application for the 2015 Metro Call for Projects must be submitted by January, 2015.  As the Metro's Call for Projects program is a competitive program, staff believes that the PSR that will be used and submitted with the application, will make the City's application highly competitive with competing applications.
 
 
CONCLUSION:
Staff recommends that that City Council approve the funding agreement between the South Bay Cities Council of Governments (SBCCOG) and the City of Manhattan Beach in the amount of $50,000 and authorize the City Manager to sign the funding agreement.
