Recommended Action

RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 24-0046 amending the compensation plan for full-time unrepresented employees of the City of Manhattan Beach.

FISCAL IMPLICATIONS:

There are no automatic adjustments associated with the adjustment to the ranges. If employees’ salaries are adjusted in the current or future years, the impact will be included in the budget.

 

BACKGROUND:

The City has a Full-Time Unrepresented Employees Compensation Plan (“compensation plan”) which covers the terms, conditions, salaries and benefits for all full-time positions that are not represented by a bargaining unit. The compensation plan includes a listing of all the classifications that are unrepresented and therefore covered within the plan. All positions in the Management Services and Human Resources departments, all department heads, select positions in the Finance department, and Fire Division Chiefs are all currently included within the compensation plan. The compensation plan is periodically updated as needed to capture positions being added to or removed from the plan, or to memorialize changes or adjustments to the compensation provisions for unrepresented employees.

 

At the February 20, 2024 Council meeting, the City Council approved various mid-year adjustments as part of the mid-year budget hearing, which included new positions and adjustments to existing positions. One of the newly approved positions was a Deputy Chief assigned to the Fire Department. Additionally, the City Council authorized in closed session adjustments to other unrepresented positions. The adjustments were formally approved at the April 16, 2024 meeting with the adoption of a Citywide salary schedule via Resolution 24-0032 <https://manhattanbeach.legistar.com/LegislationDetail.aspx?ID=6631907&GUID=D0656212-47AD-4794-A8A5-CBE65E31DC1E>.

 

DISCUSSION:

At the February 20, 2024 Council meeting, the City Council approved various mid-year staffing adjustments, some of which included the provision of new positions. One of the newly approved positions is the unrepresented position of Deputy Chief (Fire). As this position is part of the unrepresented employees’ group, the position is being added to the compensation plan. Further incorporated in the updated compensation plan are salary adjustments to various classifications, which were previously approved and are further detailed in the April 16, 2024 salary schedule update staff report. Additional language clean up is also included within this compensation plan update.

 

PUBLIC OUTREACH:
Staff has determined that public outreach was not required for this issue.

LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
