Recommended Action
RECOMMENDATION:
Staff recommends that the City Council authorize approval of the recommended salary range and benefits for the Assistant City Manager classification.

FISCAL IMPLICATIONS:
The salary and benefits for this classification have been allocated in the approved budget for Fiscal Year 2014-2015.
 
BACKGROUND:
Previously, the City had a position in the Management Services Department that assisted the City Manager with special projects and the daily operations of the Management Services Department.  This position was classified as Assistant to the City Manager/Deputy City Manager or a Senior Management Analyst.  
 
DISCUSSION:
There is a need to have a senior executive level position that can not only oversee and facilitate major projects or activities throughout the City, but also assist the City Manager in overseeing departments as needed; helping with the development and implementation of the City's Strategic plan, open government and other governance initiatives, policy analysis, assistance with organizational development efforts including employee communication and performance evaluations, CIP, Citywide and departmental goals, individual development objectives, programs and services as well as the overall day-to-day operations of the City.  This classification would also act for the City Manager in his absence.  The classification specification detailing the essential functions of this position is attached.
 
The value of reclassifying to a higher level is multifold.  First, it will give the City Manager the opportunity to spend more of his time managing up and out of the organization; he will be able to devote more energy focusing on City Council needs and actively engaging and interacting with the community. He will spend at least half his time managing the organization, engaging with employees and shaping a new culture. Having an Assistant City Manager as a strong partner will allow the Manager to ensure cultural change continues when he is facilitating policy development with the City Council and interacting with the various constituencies that make up the dynamic community.  In addition, the ACM will lead cross-departmental and citywide initiatives, assisting the City Manager in facilitating departments and performance management.  The ACM will oversee the agenda management process, delivering more timely and higher quality staff reports that will allow for more effective policy consideration by the City Council.
 
Lastly, a solid ACM will provide more managerial bandwidth within the City Manager's  office for key initiatives including strategic planning, and serve the City Council and the organization as a high performing, trusted back up on the rare occasions the City Manager is not immediately available or out of the office.
 
Staff conducted a salary range survey of the City's benchmark cities to determine the recommended Management Confidential (MC) salary range for this position.  Based on that survey, staff recommends this classification be placed in the MC 8 ($14,388 - $18,639) range along with the Police and Fire Chief classifications.  
 
Additionally, staff is recommending this position be designated "At Will" and receive the benefits designated for the Department Head classifications.
 
This classification along with the applicable pay and benefits provisions will be added to the Personnel Rules the next time they are amended.
 
CONCLUSION:
Staff recommends that the City Council authorize approval of the recommended salary range and benefits for the Assistant City Manager classification.
