RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 24-0057 approving an agreement with Walker Consultants Inc. for a City Parking Management Study (Study) in an Amount Not-to-Exceed $249,970.

 

FISCAL IMPLICATIONS:

The City Parking Management Study (Study) was approved as part of the current Fiscal Year (FY) 2023-2024 Budget in an amount of $250,000.  The Study is funded through the City, County and State parking fund programs. Staff negotiated with the consultant to refine the scope of work and tasks so that the Study would not exceed the approved budget. 

 

BACKGROUND:

Citywide, the City operates 14 public off-street parking facilities totaling over 1,500 spaces with a variety of metered, reserved, EV charging and permitted spaces, as well as over 500 street parking meters. The two commercial areas to be studied include Downtown Manhattan Beach and North End Business Districts. There are four separate parking permit programs for the public parking facilities in these districts, primarily serving employees of the adjacent commercial businesses. 

 

The City conducted parking management studies in the Downtown area in 1984, 1990, 1998 and 2008. These studies will be used as reference in the development of this study. This comprehensive parking study will be a tool to assist the City in implementing a comprehensive parking solution for customers, visitors, employees and residents while improving the overall quality of life and preserving the City’s small beach town character. 

 

On June 6, 2023, the City Council approved the Study as part of the Fiscal Year (FY) 2023-2024 Budget. Staff solicited proposals from qualified traffic and parking consulting firms and received two proposals from Walker Consultants and Fehr & Peers for total proposal costs of $536,320 and $1,079,150 respectively. Both consultants met the full scope of work, but significantly exceeded the maximum approved budget of $250,000. Staff initiated negotiations with Walker Consultants, the highest ranked firm, to reduce the scope of work by limiting the study area from Citywide to the Downtown and North End business districts only and refining the parking data collection effort in order to meet the approved budget. At the completion of the negotiation, the scope of work was decreased and the final proposal amount was below the approved budget. The study is expected to be completed and ready for implementation in Summer 2025. 

 

DISCUSSION:

The Study will be an analysis of current and future parking demand in the Downtown and North End business districts; an evaluation of potential parking and curbside management strategies to efficiently manage multi-modal transportation needs; and a comprehensive toolkit of parking and curbside management strategies to equitably manage customer, employee, visitor and resident parking needs. City staff will manage the consultant's efforts, public outreach and meetings related to the study.

 

The overall goals of this project are the following:

                     Improve the efficiency of existing parking resources;

                     Provide sufficient parking capacity for existing and planned parking needs of all transportation modes, including vehicles, EV’s, shuttles, accessible parking, rideshare, delivery vehicles, bicycles, and personal motorized devices;

                     Assess the need for future public parking based on current and proposed developments;

                     Implement parking technology to improve the public parking experience, including app-based location and payment services;

                     Develop transportation demand management strategies to reduce parking demand;

                     Determine opportunities for new parking facilities, shared parking and public/private partnerships to meet short and long-term parking demand;

                     Develop strategies to leverage existing parking facilities and programs to maximize parking utilization which will involve evaluating current and future pricing, permitting, incentives and restrictions related to the City’s parking programs; 

                     Develop an Implementation Plan for all recommendations, including prioritization, timelines and potential funding sources; and,

                     Consider at all times the City’s unique character, stakeholders (residents, businesses and visitors), coastal access, and the future of mobility and parking.

 

The Study will build on other recent and ongoing land use plans and studies to realize a new vision for sustainable growth, multimodal access, and economic vitality while minimizing auto congestion and associated impacts. The Study will also recognize evolving technology and future trends in parking systems, management strategies, and service delivery.

 

PUBLIC OUTREACH:
This request for proposals was advertised on the City’s website as well as OpenGov, a public bid notification board.

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.


LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
