On February 14, 2024, the Planning Commission considered the item described below, the application for which was received by the Community Development Department on August 15, 2023.
1. Consideration of a Use Permit to Establish Conformance for an Existing Ground Floor Bank Use (Chase Bank) and to Approve a New Commercial Parking Facility Use in the Bank’s Parking Lot at an Existing Commercial Building Located at 201 Manhattan Beach Boulevard, and Making an Environmental Determination for the Project in Accordance with the California Environmental Quality Act.
The February 14, 2024, Planning Commission meeting was duly noticed on February 1, 2024. Staff received one public comment expressing support in advance of the hearing. Only the applicant spoke during public comment at the meeting. After the close of the public hearing, the Commission expressed concern about Condition of Approval No. 7 in the draft resolution, which allowed overnight parking on Saturdays, Sundays, and bank holidays. The Commission modified the condition to restrict parking to 5:00 a.m. to 2:30 a.m. on Saturdays, Sundays, and bank holidays. The Commission also requested a new condition of approval requiring signage to be posted on the site, which states “no overnight parking allowed.” Based on substantial evidence in the record, and pursuant to the Manhattan Beach Local Coastal Program, the Planning Commission adopted the resolution, as modified, approving the project and adopting the environmental determination (5-0 ayes-nays).

Pursuant to Manhattan Beach Municipal Code Section 10.100.020, Planning Commission quasi-judicial decisions will be reviewed by the Council if two Councilmembers each file a Council review form within 15 days of the Commission’s decision or if the decision is appealed by a member of the public.
