RECOMMENDATION:
Staff recommends that City Council approve the Request for Proposal (RFP) for Skate Park Planning Services to provide community outreach, propose skate park locations, type of skate park and funding options.

FISCAL IMPLICATIONS:
Up to $20,000 in funding was approved by the City Council for skate park planning services.  Additionally, staff time will be required to manage the proposal process and consultant team, should the City Council approve the RFP.
 
BACKGROUND:
This item was initially scheduled on the Consent Calendar for the September 2, 2014, City Council Meeting, but was postponed to a future meeting date. At its July 15, 2014 meeting, the City Council directed staff to draft an RFP for a skate park consultant to provide community outreach, propose skate park locations, the type of park, and how it would be funded.  The City Council directed staff to take Polliwog Park out of potential locations, and to prioritize locations that are non-residential and explore donations of private property and private funding.  Further, the consultant team that is selected will not be allowed to bid on the project construction, or any additional scope of work associated with this project.
 
DISCUSSION:
Staff is proposing a planning process that will begin with solicitation of proposals from qualified firms.  The selected firm will work in conjunction with City staff to provide skate park planning services.
 
Project Description and Scope of Work
The skate park consultant will provide a comprehensive review of all community outreach data from previous public outreach meetings, evaluate and review all potential skate park locations, determine the type of skate park, provide a needs assessment and community survey, and facilitate community meetings to develop consensus from cross sections of the community.
 
The Scope of Work includes, but is not limited to:
1.      Review of data from previous skate park public outreach meetings
2.      Conduct a community needs assessment and skate park survey
3.      Site analysis and assessment of previously reviewed and potential locations throughout the City (excluding any location in Polliwog Park)
4.      Development of community outreach meetings and public input process
5.      Selection of skate park location, prioritizing non-residential areas
6.      Selection of skate park type
7.      Recommendations for funding (explore donations of private property and private funding) and cost estimates
8.      Presentation to the Parks and Recreation Commission
9.      Presentation to the City Council for action
 
Importance is placed on effective community outreach and public input that maximizes opportunities to develop a community consensus for the proposed skate park options. The City would like to ensure that the majority of the needs identified by the community are effectively addressed. Please refer to Attachment 1 - Draft Request for Proposal, for a detailed summary of the Scope of Work items requested as part of the Skate Park Planning Services.
 
Evaluation and Selection Process
Selected City staff and community representatives will review proposals for experience, qualifications, and project approach of the firms to address the Scope of Work included in the Request for Proposal. In a separate envelope to be opened after review of proposal qualifications and project approach, the Consultant will include the fee to provide the services in the timeline provided in the proposal.  
 
Project Timeline
Should City Council approve the Request for Proposal for Skate Park Planning Services, the contract will be brought back to City Council for award in November.  It is anticipated that the skate park scope of work will take approximately five months to complete, before returning to the City Council with their findings.
 
CONCLUSION:
Staff recommends that City Council approve the Request for Proposal for Skate Park Planning Services to provide community outreach, propose skate park locations, the type of park and funding.
