Recommended Action

RECOMMENDATION:

Staff recommends that the City Council designate the following for the 2023 League of California Cities Annual Conference:

 

                     Mayor Montgomery as a Voting Delegate

                     Mayor Pro Tem Franklin as a Voting Delegate - Alternate

                     Councilmember Howorth as a Voting Delegate - Alternate

 

Staff further recommends that the City Council authorize the chosen Voting Delegate (Mayor Montgomery), and if necessary, Voting Alternate (Mayor Pro Tem Franklin or Councilmember Howorth), to vote in the best interest of the City regarding the proposed resolution(s) being considered at the League of California Cities (LOCC) Conference Annual Business Meeting on September 22, 2023.

FISCAL IMPLICATIONS:

Adequate funds are available in the Fiscal Year 2023-2024 budget for the related costs associated with the annual League of California Cities conference.

 

 

BACKGROUND:

The League of California Cities provides a variety of training, legislative support, and information to elected officials, appointed officials, and City staff. The League of California Cities will be holding its Annual Conference on Wednesday, September 20, 2023 through Friday, September 22, 2023, in Sacramento, California. At the Annual Conference, the League conducts its Annual Business Meeting where League Members take action on conference resolutions. These resolutions help guide cities and the League in efforts to improve the quality, responsiveness, and vitality of local government in California. The League’s bylaws stipulate that each city is entitled to one vote on matters affecting municipal or League policy. The Annual Business Meeting is scheduled for Friday, September 22, 2023.


DISCUSSION:

It has been the City Council’s past practice to appoint the Mayor as the Primary Voting Delegate and the Mayor Pro Tem and a Councilmember as the Alternate Voting Delegate. While the League of California Cities bylaws authorizes the appointment of additional alternate voting delegates in order to plan for unforeseen situations (see League Bylaw Amendment in 2006).  Staff also recommends that City Council authorize the Delegate, Mayor Montgomery, and if necessary, Alternate Mayor Pro Tem Franklin or Councilmember Howorth, to vote in the best interest of the City on League resolutions at the Annual Business Meeting on Friday, September 22, 2023.

 

Staff always includes the full description and analysis of the resolution(s) as an attachment labeled “Annual Conference Resolutions Packet.” These include the resolutions that will be presented and voted on at the League of California Cities conference. However, as of the posting of this agenda, the resolutions have not been made available by the League of California Cities. This document is expected to become available anytime between now and August 2, 2023.  Should the resolutions become available before the August 1, 2023, City Council Meeting, staff will make that document available on a separate cover.

 

PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
