Body
FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.
BACKGROUND:
At the City Council meeting of August 5, 2025, the City Council conducted its annual reorganization and appointed Mayor Lesser and Mayor Pro Tem Franklin.
It is the discretionary responsibility of each Mayor to review the standing list of City Council assignments to various governmental, regional, and community-related committees and propose updates as needed. These proposed assignments are then presented to the full City Council for consideration and approval.
At the time of the 2025 reorganization, the “Adopt a School” assignments were not included in the standing list of City Council Assignments, as they had been removed during the June 21, 2022, approval of assignments.
The City Council Assignments submitted by Mayor Lesser, including updates responsive to 2025 requests and 2026 City Council direction, are attached for City Council review.
DISCUSSION:
At the December 2, 2025, City Council Meeting, Mayor David Lesser and Councilmember Amy Howorth, requested for staff to agendize for a third vote, the consideration of the reintroduction of the Manhattan Beach Unified School District (MBUSD) Schools to the City Council Assignments. Consequently, at the December 16, 2025, City Council meeting, Councilmember Nina Tarnay was the third vote for staff to return with additional details and for City Council to discuss.
At the January 20, 2026, City Council Meeting, staff returned with the proposed addition to the assignments and description for “Adopt A School” and the City Council expressed interest in revisiting several components of the City Council Assignments to ensure they accurately reflected current priorities, intergovernmental relationships, and emerging regional issues. Furthermore, the City Council provided direction to return with a complete and updated list of City Council Assignments for approval.
In response to this direction, Mayor Lesser has prepared a revised set of City Council Assignments to which includes the appointment of City Councilmembers to the MBUSD Schools and a description for “Adopt A School.” The updated City Council Assignments ensure that the City Council remains well-positioned to participate in regional discussions, maintain strong relationships with partner agencies, and support community-focused initiatives. Approval of the City Council Assignments will allow staff to finalize the City Council Assignments document, update the City’s website, and notify external agencies of any changes in representation.
CONCLUSION:
Staff recommends that the City Council approve the City Council Assignments as proposed by Mayor Lesser.
