Recognition of Employee Service Awards, New Hires and Promotions

RECOMMENDATION:
Staff recommends that the City Council participate in the introduction of new employees, recognition of employee promotions, and presentation of commemorative certificates to employees who have completed 15 or more years of service to the City.
 
FISCAL IMPLICATION:
There are no fiscal implications associated with the recommended actions.
 
BACKGROUND:
Employees are the organization's most important asset.  These are the people that breathe life into Council's budget priorities, who maintain the website, put out fires, catch thieves, enforce zoning ordinances, fill potholes, and otherwise perform all those functions that the community demands.  
 
The City has a tradition of welcoming new employees by introducing them at Council meetings.  This gives new employees an opportunity to meet City Council Members and Department Heads and experience firsthand how Council meetings are conducted at the City.  This tradition also includes recognizing promoted employees and presenting commemorative certificates to long-term City employees.

New Employees
Brett Barkley joins the Public Works Department as a Maintenance Worker.  Prior to joining the City, Brett worked with his father at Barkley Plumbing as a plumber.  After attending Wyotech Trade School and gaining experience in his family's business, Brett created and opened his own welding and fabrication business.  He has also worked in construction and comes fully prepared for the position of Maintenance Worker with the Public Works department.
 
Management Services Department:
 
New Employees
Kerry Dienelt joins the Management Services Department as the Legal Secretary.  Prior to joining the City, Kerry worked as a paralegal and legal secretary for various Los Angeles law firms.  She was also a recruit officer for a brief period with the Los Angeles Police Department.  Kerry is an acclaimed softball player in the International Softball Federal Hall of Fame, winning three NCAA championships with UCLA and two Olympic bronze medals with Australia.
 
Kerry holds a Bachelors of Arts degree in Psychology from University of California, Los Angeles.
 
Employee Promotions
Clay Curtin was recently promoted to Senior Management Analyst.  Clay started with the City in November 2009, as a Management Analyst in the Public Works Department.  Prior to joining the City, he worked with the City of West Covina as a Management Analyst.  Clay began his civil service career with the City of Topeka and holds a Master's degree in Public Administration/Public Management from Maxwell School, Syracuse, New York and a Bachelor's of Arts degree from Washburn University, Topeka, Kansas.

Employee Promotions
Bill Friedel was recently promoted to the position of Senior Human Resources Analyst.  Bill started with the City in April 2008, as a Human Resources Analyst where he has been responsible for recruitment and selection for the City's many departments.    Prior to joining the City, he worked in the private sector as a Human Resources Generalist for Gemstar-TV Guide in Hollywood California.  Bill also has experience in human resources with Science Application International Corporation (SAIC), Northrop Grumman, and Lockheed Martin as an instructor, as well as an Intelligence Analyst for both the National Imagery & Mapping Agency and the United States Air Force.  Bill holds a Master's degree in Human Resources from Brandman University.

Employee Promotions
Esteban Danna was recently promoted to Associate Planner.  Esteban has served the City for over six years as an Assistant Planner.  Esteban previously worked in the private sector as a GIS Technician and holds a Master's degree in Geography and a Bachelors of Arts degree in History from California State Northridge University.

New Employees
Justin Hidalgo joins the Police Department as a Lateral Police Officer.  Prior to joining the City Officer Hidalgo worked for the Signal Hill Police Department.  He began his civil service career as a Police Explorer with the Long Beach Police Department.  A few years later, he was accepted into the Orange County Sheriff's Department Academy where he graduated and started his law enforcement career at the Orange County Sherriff's Department as a Deputy Sherriff.
 
Employee Promotions
Ryan Small was recently promoted to the rank of Police Lieutenant.  Lieutenant Small began his career with the Manhattan Beach Police Department as a Police Communications Operator in 1990.  He became a Manhattan Beach Reserve Police Officer in 1994 and later promoted to the position of Police Academy Trainee.  After graduating from the Los Angeles County Sherriff's Department Police Academy, he was assigned as a Patrol Officer.  During his time with the City, Lieutenant Small has been assigned to the Department's DUI enforcement unit, the Detective Bureau, the Los Angeles Inter-agency Metropolitan Police Apprehension Crime Task Force (LA IMPACT), the South Bay Regional D.U.I. Task Force, the Alcoholic Beverage Control Team and served as a DARE Officer.  
 
Lieutenant Small is currently a member of the MBPD SWAT Team as a Crisis Negotiator and the forming chairperson of the South Bay Child Protection Task Force.
 
He attended Los Angeles Community College and the University of Southern California's Delinquency Control Institute and holds a Master of Arts in Organizational Leadership from Woodbury University as well as a Bachelor of Science degree in Criminal Justice Management from the Union Institute & University.
 
Christian Eichenlaub was recently promoted to the rank of Police Lieutenant.  Lieutenant Eichenlaub began his law enforcement career in 1994, as a Reserve Police Officer with the Santa Monica Police Department.  A year later he joined the Los Angeles County Sherriff's Department as a Deputy Sheriff where he was assigned to the Men's Central Jail and the Century Regional Detention Facility. He spent the next five years working a variety of assignments before joining the City of Manhattan Beach Police department in April 2000.  Throughout his career, Lieutenant Eichenlaub has worked various assignments including: Beach Patrol, SWAT (Sniper), Use of Force Instructor, South Bay Platoon, Range Instructor, Honor Guard, and Traffic (Motor) Officer.  
 
Lieutenant Eichenlaub is a graduate of California Peace Officers Standards and Training (POST) Supervisory Leadership, and the FBI National Academy.  He also holds a Bachelor of Arts degree from the Union Institute and University and is currently working on completing a Master's degree in Business from Trident University International.
