RECOMMENDATION:
Staff recommends that City Council adopt Resolution No. 22-0139:
1. Approving a Professional Services Agreement to KOA Corporation for Engineering Design Services in the amount of $161,780 for the Manhattan Beach Boulevard Eastbound Left-Turn Improvement at Aviation Boulevard Project.
2. Authorizing the City Manager to increase the compensation up to an additional $32,356 (20%) if needed due to unforeseen additional design related work.
FISCAL IMPLICATIONS:
On July 5, 2022, the City Council approved a Measure M Funding Agreement between the Los Angeles County Metropolitan Transportation Authority (LACMTA) and the City of Manhattan Beach for $1,200,000 to fund the development of design plans and specifications and construction of the Manhattan Beach Boulevard (MBB) Eastbound Left-Turn Improvement at Aviation Boulevard Project. These funds are anticipated to cover the cost of engineering design, environmental clearance, and construction.
The amount being requested for professional engineering design services with KOA Corporation is for a total not to exceed $194,136, consisting of an agreement with an allowed cost of $161,780 and an authorization for the City Manager to increase the total compensation by up to $32,356 for additional unforeseen tasks, if necessary. Sufficient funding exists for this agreement as part of the project’s budget within the Measure M Fund.
BACKGROUND:
Currently, the eastbound left-turn pocket length on MBB at Aviation Boulevard is 200 feet, which accommodates approximately 10 queueing cars. Due to the high demand for eastbound left-turning traffic, especially during the peak commuting periods, and insufficient storage capacity in the eastbound left-turn lane, vehicles are queued into the number one eastbound through-lane impeding through traffic. Below are two improvement options being considered to improve the capacity:
1. Construct a second eastbound left-turn lane by reducing the widths of the raised center median and eastbound and westbound travel lanes to accommodate the second left-turn lane. Option 1 would prohibit the currently allowed eastbound U-Turn activities.
2. Elongate the existing eastbound left-turn lane pocket from approximately 200 feet to 330 feet. The scope of the project includes the reconstruction of the median island located on MBB west of Aviation Boulevard. Option 2 would keep the currently allowed eastbound U-Turn activities.
The above two options will be further analyzed and discussed with the nearby residents/business owners to reach a refined preliminary design, which will be discussed with the City Council for the final design option. The proposed improvement at this intersection will relieve the congestion during peak commuting periods and allow smooth traffic flow along MBB, which will ultimately relieve traffic congestion along the MBB and Aviation Boulevard traffic corridors.
On September 23, 2021, LACMTA granted the Measure M funding of $1,200,000 to South Bay Measure M Multi-Year Sub-Regional Programs - Transportation System & Mobility Improvements Program for the project.
On July 5, 2022, the City Council approved the funding agreement and appropriation of the $1,200,000 funding to the Manhattan Beach Boulevard Eastbound Left-Turn Improvement at Aviation Boulevard Project. On September 6, 2022, LACMTA staff executed the final funding agreement.
DISCUSSION:
The Public Works Department issued a Request for Proposals on PlanetBids on May 19, 2022, for professional engineering design services for the Manhattan Beach Boulevard Eastbound Left-Turn Improvement at Aviation Boulevard Project. Two proposals were received by July 7, 2022. Proposals were evaluated and ranked by an evaluation committee of City staff according to the following selection criteria:
• Demonstrated understanding of the requested scope of services and overall successful project delivery, including resource allocation matrix.
• Staffing qualifications and experience of key personnel and sub-consultants.
• Project management methods, quality control and focus on timeliness/scheduled delivery.
• Consultant’s familiarity with local (sensitivity) conditions.
• Reference checks and/or interview presentation.
KOA Corporation was selected as the most qualified firm with the best overall proposal. KOA Corporation’s assigned staff have excellent experience with similar projects. KOA Corporation identified and understood the project’s key issues and proposed an appropriate level of staffing for the size and complexity of the project. The consultant’s scope of work and methodology clearly outlined the completion of the project in a timely manner. Completion of plans, specifications, and cost estimates for the MBB Eastbound Left-Turn Improvement at Aviation Boulevard Project is expected to take approximately six months. The project will then be ready for construction bidding.
Therefore, the staff recommends that the City Council authorize the City Manager to execute an agreement with KOA Corporation for a total not-to-exceed cost of $161,780 and approve additional work, if necessary, for an additional $32,356.
PUBLIC OUTREACH:
Public outreach meetings will be scheduled during the design phase of the MBB Eastbound Left-Turn Improvement at Aviation Boulevard Project to inform the public of the project improvements and their benefit to the community and regional traffic circulation system. All public comments and recommendations on the intersection design and equipment details will be considered, as appropriate, during the design phase. Targeted outreach will occur before the start of construction for residents and businesses located near and/or adjacent to construction activities.
ENVIRONMENTAL REVIEW:
As part of KOA Corporation’s scope of work included in the Professional Services Agreement (an attachment to this report), all environmental concerns will be reviewed and discussed with City staff. Once the issues have been closely studied and evaluated, the appropriate findings in compliance with the California Environmental Quality Act (CEQA) will be prepared.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
