RECOMMENDATION:
Staff recommends that City Council:
1. Approve Measure R Funding Agreement between the Los Angeles County Metropolitan Transportation Authority (LACMTA) and City of Manhattan Beach for reimbursement of costs for design, project development, right of way, and construction of the Sepulveda Boulevard at Manhattan Beach Boulevard Intersection Improvement Project in the amount of $980,000.
2. Authorize the City Manager to execute the Measure R Funding Agreement.
Body
FISCAL IMPLICATIONS:
The LACMTA Measure R Funds will be used for costs associated with design, project development, right-of-way, and construction of the Sepulveda Boulevard at Manhattan Beach Boulevard Intersection Improvement Project through funds allocated in the South Bay Measure R Highway Program (SBHP). The City is not required to provide a local match for these funds.
BACKGROUND:
On January 18, 2011, City Council approved Resolution No. 6290 indicating support for the South Bay Measure R Highway Program Early Action Project List. As a result, the City
was awarded $980,000 from LACMTA for the Sepulveda Boulevard at Manhattan Beach Boulevard Intersection Improvement Project through the SBHP.
The South Bay Cities Council of Governments (SBCCOG) in partnership with LACMTA and the South Bay Cities fund transportation projects that improve mobility, safety, and sustainability along transportation corridors in the South Bay. The SBCCOG serves as the program manager through its Measure R Oversight Committee to help develop and oversee the SBHP projects.
Funding allocations for the SBHP are recommended for approval by the SBCCOG Board to the LACMTA Board in five to seven year increments and are updated annually. SBHP projects are delivered by South Bay Cities under funding agreements with LACMTA. A funding agreement is required to formally document the terms and conditions for the funding.
DISCUSSION:
Due to the lack of lane capacity, the left-turn movements at Sepulveda Boulevard at Manhattan Beach Boulevard are congested. This project will widen and restripe the intersection to provide additional westbound to southbound, eastbound to northbound, and northbound to westbound left-turn lanes. Due to the lack of right-of-way at the southeast corner of the intersection, additional right-of-way will be required to accommodate the additional left-hand turn lane and ADA access ramp. Previous right-of-way dedication has been secured from the remaining corners of the intersection in anticipation of this project.
The LACMTA Board, at its October 23, 2014 meeting, programmed $980,000 in Measure R Funds to City of Manhattan Beach for the Sepulveda Boulevard at Manhattan Beach Boulevard Intersection Improvement Project for design, project development, right-of-way, and construction, subject to the terms and conditions contained in this funding agreement. The funding is on reimbursement basis and is for one year. SBCCOG is to provide project oversight in conjunction with LACMTA. The City needs to provide proper supporting documents for Monthly and Quarterly Reports to LACMTA and SBCCOG. The City also needs to follow and update the Expenditure Plan (Attachment B and B-1 of Funding Agreement) annually.
CONCLUSION:
Staff recommends that that City Council approve the Los Angeles County Metropolitan Transportation Authority Measure R Funding Agreement in the amount of $980,000 and authorize the City Manager to execute agreement.
