RECOMMENDATION:
Staff recommends that the City Council approve Amendment No. 1 to the design services agreement with Community Works Design Group for additional work on the five Retaining Walls for the Strand Stairs Rehabilitation Project and direct staff regarding the Aesthetic Enhancements on Front Stair Walls.

FISCAL IMPLICATIONS:
Funding for the design of the Aesthetic Enhancements on Retaining Walls and Front Stair Walls was appropriated by City Council on February 25, 2014 in the amount of $25,000 from the Public Trust Fund.  An additional amount of $65,000 is available from the Public Trust Fund.  Funding for construction will be requested at time of award of construction contract.  
 
BACKGROUND:
At the City Council meeting held on February 25, 2014, staff presented a project status update, including a review of possible aesthetic elements for the five retaining walls located at Rosecrans Avenue, 20th Street, 18th Street, 16th Street, and 14th Street.   
 
After reviewing and discussing the various aesthetically enhanced alternatives for the five retaining walls, City Council passed a motion to:
 
1.      Appropriate $25,000 for additional design work from Public Trust Fund;  
2.      For the Retaining Walls, approve the sandblasted wave design as shown for 18th Street, with a slightly smaller wave; Approve the inclusion of street name or number designation, also slightly smaller than shown;
3.      Request to see designs showing waves and no waves on front walls;
4.      Identify cost difference for including waves on front stair walls.
 
DISCUSSION:
The original contract with Community Works Design Group (consultant) for the Strand Stairs Rehabilitation Project was approved by City Council at its May 1, 2012 meeting in the amount of $200,885 to conduct public meetings and prepare plans and specifications for construction.  An amendment to the contract in the amount of $25,000 is necessary for consultant to provide the requested design services for the proposed aesthetic enhancements on the retaining walls (Attachment 1).
 
In regards to the aesthetic enhancement design for the retaining walls at the five locations, consultant revised the design per City Council direction and prepared two exhibits showing the proposed design (Attachment 2). The exhibits show waves versus no waves on front stair walls for consideration. It should be noted that not all existing front stair walls have adequate wall space to accommodate a wave design. Only 16th and 18th Street front stair walls have adequate space for a wave design. The total estimated project costs for these aesthetic enhancements are as follows (Attachment 3):
 
Sandblast and Wave Pattern (Waves on Back and Front Walls (16th & 18th)): $117,750
Sandblast and Wave Pattern (Waves on Back Walls Only):  $110,250
 
CONCLUSION:
Staff recommends that the City Council approve an amendment to the design services agreement with Community Works Design Group for additional work on the five retaining walls for the Strand Stairs Rehabilitation Project, and provide direction regarding the inclusion of wave patterns on the front stair walls at 16th Street and 18th Street.
