RECOMMENDATION:

Staff recommends that the City Council discuss and provide direction on the 15 sculptures recommended by the Cultural Arts Commission to lease, purchase, or commission for the City.


FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

At the March 7, 2023 meeting, City Council directed the Cultural Arts Commission (CAC) to develop a work plan of several items including researching and bringing forward 15 sculptures that are available to lease, purchase, or commission for the City. Staff worked with the CAC to identify a range of actively working artists who could be commissioned to create one-of-a-kind sculptures for Manhattan Beach as well as existing artworks that could be obtained on loan or purchased.


DISCUSSION:

Staff worked with CAC to identify possible locations where sculptural artwork could be installed. The following list was identified as the most viable locations currently available (see presentation for details):

                     Civic Plaza A - Round fountain/planter in front of City Hall

                     Civic Plaza B - Concrete pad in front of Police Department building (former location of the Puff of Wind sculpture)

                     Civic Plaza C - Multi-square fountain/planter in the center of Civic Plaza

                     Civic Plaza D - Square planter near chess board tables on south side of Civic Plaza

                     Civic Plaza E - Lawn in front of library (County owned)

                     Civic Plaza F - Planter/landscaping on south side of City Hall

                     Pier - Three existing pedestals in front of pier restroom, west of the Strand

                     Green Belt - Exact location has not been identified, but area of opportunity exists

                     Manhattan Beach Art Center (MBAC) - on the lawn/grounds around MBAC

                     Manhattan Heights Complex - in the corner on north side facing Manhattan Beach Boulevard

                     Water Wise Parkette - Small triangular park area between Aviation Boulevard, Aviation Way, and Nelson Avenue, with existing pedestal

                     Water Tower Grass - Lawn near the Water Tower on Rowell Avenue, between Sixth and Eighth Streets

 

CAC created the following list of artists and artworks that can be commissioned, purchased, or obtained on loan:

                     Pedro Villalta - New York based artist creating multiples of the same or similar design with minor variations, proposed artwork is a variation of his three seashells remade in stainless steel

o                     Cost: $15,000 for three seashells

                     Anthony Howe - Orcas Island, WA, existing monumental artwork titled Disko, standing at 16 feet tall, stainless steel with kinetic components reflecting the sun

o                     Cost: $185,000

                     Rico Eastman - Artist deceased, bronze abstract sculpture measuring roughly 6’ tall, donated by Homeira Goldstein

o                     Cost: $0

                     Jorge Blanco - Sarasota, Florida artist creating multiples of the same or similar design with minor variations, proposed artwork is powder coated aluminum, standing three to four feet tall

o                     Cost: $40,000 - $50,000

                     Brittany Ryan - Laguna Beach, California artist specializing in one of a kind artworks created for specific commissions or for artist exhibitions, slightly larger than life realistic figures in bronze can be commissioned depicted enjoying the Manhattan Beach lifestyle

o                     Cost: TBD

                     Alexander Weinstein - Redondo Beach, California artist specializing in one of a kind artworks inspired by the ocean, semi-abstract representations of ocean ripples can be constructed into geometric forms of low profile and be suitable for aesthetic viewing as well as used for seating

o                     Cost: TBD

                     Jan Hoy - Whidbey Island, WA artist creating multiples of the same or similar design with minor variations, proposed artwork is Corten steel and stands 48” high

o                     Cost: $25,000

                     Jeremy Guy - Toronto, Canada artist creating multiples of the same or similar design with minor variations, proposed artwork is composite granite standing over 8’ tall in the shape of an abstracted heart

o                     Cost: $70,000

                     David Hostetler - Artist deceased (previously residing in OH), specializing in small editions of figurative sculptures, original molds created by artist are used today to continue replicating limited quantities of artworks

o                     Cost: $60,000 - $100,000

                     Aristedes Demetrios - Artist creating abstract sculptures from stainless steel, proposed artwork stands at six feet tall

o                     Cost: $55,000

                     David Boyajian - New Fairfield, CT artist specializing in small runs and one of a kind artworks inspired by nature, proposed artwork would be an interpretation of the California Poppy in orange

o                     Cost: $10,000 - $20,000

                     Lyle London - Tempe, AZ artist creating multiples of the same or similar design with minor variations

o                     Cost: TBD

                     Archie Held - artist creating multiples of the same or similar design with minor variations, proposed artwork would eliminate the water fountain feature shown in the attachment

o                     Cost: TBD

                     Shayne Dark - artist specializing in one of a kind sculptural work inspired by nature, proposed piece is just over 10 feet tall, red powder coated steel

o                     Cost: $100,000

                     Lace Fence - Dutch artist creating one of a kind lace chain link fences around the world, this piece is proposed for Sand Dune park

 

If approved, staff will return with detailed budget, proposal rendering, and for allocation of funds from the Public Art Trust Fund.

 

Staff recommends that the City Council discuss and provide direction as to:

A)                     Which artist/artwork to pursue

B)                     Recommended budget for artwork and installation

C)                     Artwork location

PUBLIC OUTREACH:
This project was discussed at the September 19, 2023, October 17, 2023, November 20, 2023, December 18, 2023, and January 17, 2024 Cultural Arts Commission meetings.


ENVIRONMENTAL REVIEW:
Will be determined upon selection of the artwork and location.

LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
