Recommended Action
RECOMMENDATION:
Adopt a Resolution approving an agreement authorizing Crown/Able to provide janitorial service for a period not to exceed one year at a rate not to exceed $459,857.
Body
FISCAL IMPLICATIONS:
There are sufficient funds in the FY2017/18 budget Public Works operating budget for the janitorial services provided in the attached scope of work for and budget. The annual budget for individual fixed services and not-to-exceed (NTE) “extras” is follows:
Service Provider Base Service NTE Extras Annual Total
Crown-Able $391,557 $68,300 $459,857
Not-to Exceed extras are on-demand services requested by City staff rather than part of the base monthly scope of work, and include such tasks as needed during the busier summer months and special events, window washing, pest control, etc.
BACKGROUND:
Crown-Able has provided services for the City since January, 2011 and has been responsive to City needs, performing within the terms of the scope of work and adjusting services as requested. The City has been generally pleased with the service levels provided and would like to receive Council authorization to extend those services for up to one year to maintain continuity of services until a new RFP process is complete.
DISCUSSION:
Staff has prepared and is scheduled to release an RFP imminently and anticipates having a new contract in place in early 2018 following review of submittals, scope of work evaluations, reference checks and mobilization. Staff therefore recommends that City Council authorize continued janitorial services, for a period not to exceed one year at a budget not to exceed $459,857.
POLICY ALTERNATIVES:
Do not approve staff’s request.
PROS:
City funds will not be expended on janitorial services.
CONS:
Declining authorization would not serve the best interests of the City and community at large because the City would be without essential cleaning services at public and employee facilities until a new service provider was secured.
PUBLIC OUTREACH/INTEREST:
A new RFP is being finalized for release.
ENVIROMENTAL REVIEW:
Not applicable.
LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
