RECOMMENDATION:
Staff recommends that City Council:
1. Approve Amendment to Consultant Agreement with Selbert Perkins Design for the preparation of a Master Plan for the Comprehensive Community Identification and Wayfinding Signage Program in the amount of $44,000.
2. Authorize City Manager to Execute the Amendment.
3. Approve a design contingency in the amount of $8,800 (20%).
4. Appropriate a total of $ 52,800 from the Capital Improvement Fund

FISCAL IMPLICATIONS:
Funds from FY 2014-2015 Capital Improvement Plan in the amount of $40,000 and a previous approved appropriation in April 2015 of $12,800 have been expended for the first phase of the Wayfinding Signage Program. A second appropriation of $52,800 is needed to fund the preparation of a Master Plan ($44,000), plus a 20% design contingency ($8,800).
BACKGROUND:
The City’s existing identification and wayfinding signage is non-uniform or non-existent at many locations. A comprehensive community identification and wayfinding signage system will:
a) Improve the ability of visitors and local residents to easily navigate the City of Manhattan Beach, and easily find desired destinations and amenities.
b) Identify and eliminate problems with existing signage, including information gaps, confusion, redundancy, and sign clutter.
c) Tie together and build upon existing signage where desirable, into a coordinated and consistent wayfinding signage program.
d) Increase the success and market potential for retail, dining, entertainment, and economic growth and development with the City.
e) Provide functionality, attractiveness, legibility, safety, and ease of maintenance.
f) Clearly delineate City boundaries and give visitors and residents a sense of place.
The scope-of-work for the original Consultant Agreement with Selbert Perkins Design was to conduct an assessment of the City’s current information and wayfinding signage, propose and implement a Public Outreach Plan, recommend design standards for wayfinding elements that are reflective of the City’s identity, develop three Sign Program Concepts and present the survey results and concepts to City Council for review and feedback.
On October 20, 2015, Selbert Perkins presented three sign design concepts to City Council which were based on feedback received from the public, City staff, the Downtown Manhattan Beach Business Improvement District, the North Manhattan Beach Business Improvement District and through online responses via Open City Hall. Based on public feedback from Open City Hall, 55.8% of the public prefer the Repurpose design option, which retrofits existing sign types and adds new signs/landmarks. City Council requested that this item returns at a future City Council Meeting and directed staff to provide the following an existing signs inventory, options consistent with the current signage inventory, and options to include City's hometown feel. Attachment 1 provides a summary of the comments from City Council and outlines the approach Selbert Perkins would take to revise the Repurpose design option.
DISCUSSION:
The Amendment to Consultant Agreement includes the following services per Attachment 2:
a) Update the Repurpose design option per comments by City Council at the October 20, 2015 meeting.
b) Prepare a Design Development package with general specifications for approved sign elements. Design Development provides sufficient level of design detail that allows for an accurate preliminary cost estimate.
c) Develop a phasing plan for implementation of the signage program based on sign type categories.
d) Prepare revised sign location plans showing realistic proposed sign locations.
e) Prepare a list of sign quantities and cost estimates based on the Design Development documents.
f) Develop a preliminary wayfinding map that would potentially be used for mapping or kiosk-type of applications.
g) Prepare a materials board to include sample sign materials.
POLICY ALTERNATIVES:
City Council may choose to not move forward with the proposed amendment.
Pros: The additional cost of $52,800 will not be spent.
Cons: The Citywide Wayfinding Program will not be complete. Staff and consultant will make minor modifications to the draft master plan, but the future implementation of the design concepts will not be addressed.
CONCLUSION:
A comprehensive Community Identification and Wayfinding Signage System will improve the ability of visitors and locals to easily navigate the City of Manhattan Beach to find desired destinations and amenities. Therefore, staff recommends that City Council:
1. Approve Amendment to the Consultant Agreement with Selbert Perkins Design for the preparation of a Master Plan for the Comprehensive Community Identification and Wayfinding Signage Program in the amount of $44,000.
2. Authorize the City Manager to execute the Amendment.
3. Approve a design contingency in the amount of $8,800 (20%).
4. Appropriate a total of $ 52,800 from the Capital Improvement Fund
