Recommended Action
RECOMMENDATION:
Staff recommends that the City Council Adopt Resolution No. 26-0075:
1. Awarding a construction agreement to Harris Steel Fence Co., Inc. for the Fence Replacement Project at Marine Ave Park Soccer Field for $96,155.03;
2. Making a Determination of Exemption Pursuant to Section 15301 of the State CEQA Guidelines Section for the Fence Replacement Project at Marine Ave Park Soccer Field;
3. Approving the Plans and Specifications for the Fence Replacement Project at Marine Ave Park Soccer Field;
4. Authorizing the City Manager to execute the Agreement; and
5. Authorizing the City Manager and/or his or her designee to approve additional work, if necessary, for up to $14,424.97
FISCAL IMPLICATIONS:
Sufficient funds of $150,000 are currently available for the Fence Replacement Project at Marine Ave Park Soccer Field within the CIP Fund. A Project Budget and Expenditures Summary is attached.
BACKGROUND:
Marine Avenue Park is located at 1625 Marine Avenue. The park facilities consist of a community center, restrooms, picnic and playground areas, a skate park, and baseball and soccer fields. The fenced synthetic-turf soccer field is used by multiple user groups, including the American Youth Soccer Organization (AYSO), club soccer organizations, and other community members.
The soccer field fencing at Marine Avenue Park was installed in 2013, and over the years, heavy use has caused deterioration. The soccer field fence replacement was budgeted and approved as part of the Fiscal Year (FY) 2025-2026 Capital Improvement Program. Replacement would include new sleeved posts, rails, braces, chain link fabric mesh, vehicular gates, pedestrian gates, and associated hardware. The project’s sleeved post method of replacement saves time and money by avoiding full removal of the posts and foundations.
DISCUSSION:
Bids for the Project were solicited on a competitive basis in accordance with the provisions of the California Public Contract Code. The project was advertised for bid in the City’s publisher of record (The Beach Reporter), listed on the City’s website, and on OpenGov, an online service that connects vendors, suppliers, and contractors to government procurement opportunities. Six bids were received on May 28, 2026. The bid results are as follows:

All bid submissions were analyzed for arithmetical errors, completeness, accuracy, etc. Staff reviewed the bid, contractor’s license, and references for the apparent low bidder, Harris, and found them to be in order. Additionally, references indicate that Harris has the knowledge and capability to complete the work in accordance with the project requirements and specifications.
Therefore, staff recommends that the City Council award a Construction Agreement to Harris for $96,155.03, and the City Manager and/or his or her designee be authorized to approve change orders for up to $14,424.97 (approximately 15% of the construction contract amount) for additional work resulting from unforeseen conditions. The work is anticipated to start in September 2026 and to be completed in December 2026. Allowable construction hours will be between the hours of 6:00 a.m. and 3:30 p.m., Monday through Friday, to further minimize impact on users.
PUBLIC OUTREACH:
The contractor and project team will coordinate with park programs and events and will provide updates on the City website once the project progresses into construction.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 (minor alteration of existing public facilities, involving negligible or no expansion of use) of the State CEQA Guidelines. Thus, no further environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
