Recommended Action
RECOMMENDATION:
Staff recommends that the City Council approve an Interim City Manager Employment Agreement with John Jalili for him to serve as Interim City Manager.

FISCAL IMPLICATIONS:
Based on the terms of the Agreement, the maximum amount the City will pay Jalili for his service will be $98,400, which equals his hourly rate times the maximum number of hours he may work pursuant to regulations of the California Public Employees Retirement System (CalPERS).  A budget adjustment is not required at this time but may be necessary in the future.
 
BACKGROUND:
The City Council will be undertaking a search for a permanent City Manager and requires the services of an Interim City Manager for the duration of the search and selection process to provide administrative leadership for the City.  The Council considered a number of candidates for the Interim City Manager position and selected John Jalili to serve in that capacity. Mr. Jalili has had a long career as a senior executive in local government, including having served as City Manager for the City of Santa Monica for over 15 years prior to his retirement; since then has served as Interim City Manager in a number of communities, including the City of Hermosa Beach most recently.   
 
 
DISCUSSION:
In order to formalize the employment relationship staff recommends that the City and Mr. Jalili will enter into an Interim City Manager Employment Agreement.  Under the terms set forth in the proposed Interim City Manager Employment Agreement, Mr. Jalili will perform the functions and duties of City Manager, as set forth in the Municipal Code, the City's personnel rule, policies, regulations, and in accordance with State law.  Jalili will be paid at a rate of $102.50 per hour for his service to the City, which does not exceed the maximum permitted by CalPERS and is equal to the hourly rate paid to the former City Manager.  
 
CONCLUSION:
It is recommended that the City Council approve the Interim City Manager Employment Agreement with John Jalili.
