RECOMMENDATION:
Staff recommends that the City Council receive and file the decision of the Planning Commission approving the project subject to certain conditions.

DISCUSSION:
The Planning Commission, at its regular meeting of August 28, 2013, APPROVED (5-0) a Planned Development Permit Amendment allowing up to 12,568 square feet of general office space to be converted to personal improvement services uses within an existing office building. The applicant currently has a prospective education/instruction oriented tenant wishing to occupy 3,185 square feet of space. The proposal is in conformance with all of the City’s applicable requirements, except a parking reduction is required for the higher parking demand use. The existing 73,080 square-foot development provides less than the full amount of parking required based on standard Code ratios, but has an adequate parking supply for the proposed multiple tenants and uses, as identified by the submitted parking study. The proposal would result in 252 required spaces for a parking supply of 201 spaces, but the parking study’s anticipated peak demand is only 191 spaces. Section 10.64.050 of the Zoning Code anticipates such parking efficiencies, and provides for reduced parking to be approved by the Planning Commission. An amended Planned Development Permit is required to permit the new personal improvement services uses, and revise the site’s parking requirement.
The Planning Commission supported the project since it was verified that parking demand would still be satisfied if the building were completely occupied with the proposed tenant mix of office and personal improvement services. No medical office or other uses would be permitted. The applicant expressed opposition to a condition limiting the number of reserved parking spaces, but the Planning Commission and City Traffic Engineer felt that most of the site’s parking must be shared between tenants to achieve the anticipated parking efficiency that allows the parking reduction to be granted. It was determined that a limit of 37 reserved spaces was appropriate, based on existing quantities of reserved parking, and surplus parking exceeding anticipated demand. The Planning Commission received no comments opposing the project.
ALTERNATIVE:
Remove this item from the Consent Calendar, appeal the decision of the Planning Commission, and direct that a public hearing be scheduled.
