b)                     Coastal Development Permit and Minor Exception to Allow for the Construction of a Single-Family Residence with an Attached Garage Located at 2800 Ocean Drive

On July 9, 2025, the Planning Commission considered the items described below:

 

1.                     Use Permit to Allow for a Change of Use from Food and Beverage Sales to Eating and Drinking Establishment (Restaurant) with Indoor and Outdoor Seating and Proposed Hours of Operation from 7:00 A.M. to 9:00 P.M. Daily at an Existing Commercial Building Located at 904 Manhattan Avenue #1 (Caffe Luxxe)

 

On January 7, 2025, the Community Development Department received an application requesting a Use Permit to allow for a change of use from food and beverage sales to eating and drinking establishment (restaurant) with indoor and outdoor seating and proposed hours of operation from 7:00 a.m. to 9:00 p.m. daily at an existing commercial building located at 904 Manhattan Avenue. On July 9, 2025, the Planning Commission held a duly noticed public hearing to consider the request. After receiving a report from City staff, and testimony from the applicant and members of the public, the Planning Commission voted 5-0, to approve the Use Permit, subject to a modified condition related to noise, and found the project exempt from further environmental review pursuant to CEQA.

2.                     Coastal Development Permit and Minor Exception to Allow for the Construction of a Single-Family Residence with an Attached Garage Located at 2800 Ocean Drive

 

On December 5, 2024, and January 21, 2025, the Community Development Department received an application for a Coastal Development Permit and Minor Exception (respectively) to allow for the construction of a single-family residence with an attached garage located at 2800 Ocean Drive. On July 9, 2025, the Planning Commission held a duly noticed public hearing to consider the request. After receiving a report from City staff and testimony from the applicant and members of the public, the Planning Commission voted 5-0, to approve the Coastal Development Permit and Minor Exception as recommended by staff and found the project exempt from further environmental review pursuant to CEQA.

Pursuant to Manhattan Beach Municipal Code Section 10.100.020, Planning Commission quasi-judicial decisions will be reviewed by the City Council if two Councilmembers each file a Council review form within 15 days of the decision or if the decision is appealed by a member of the public.
