Recommended Action

RECOMMENDATION:

Staff recommends the City Council receive and file this update on grants.

Body

FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action. For each grant funding opportunity that arises, staff considers the fiscal implications.

BACKGROUND:

Recently, the Finance Subcommittee requested a report on the City’s efforts to seek grant funding; recent grant funds received; and grants awarded and in progress. Upon review, the Subcommittee directed that the full City Council be provided these reports on an on-going basis. This report marks the first of such status updates.

DISCUSSION:

The City uses a decentralized grants management structure. All departments are responsible for seeking and obtaining grant funds to support their respective programs and projects. Accordingly, grant opportunities are constantly monitored to help offset pressures on City resources as well as for unfunded needs.

Attachment #1 provides a brief summary of all active grants and pending applications. The City currently has a sizeable amount of available grant funding, mostly for large capital improvement projects. Additional detail can be furnished upon request.

PUBLIC OUTREACH/INTEREST
After analysis, staff determined that public outreach was not required for this issue.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
