Recommended Action
RECOMMENDATION:
Staff recommends that the City Council appoint or reappoint members to the following City Boards/Commissions seats for a three year term and ratify the Mira Costa High School Student nominee.
 
Planning Commission
2 Seats - (2 Members-at-Large)
 
Parking and Public Improvements Commission
1 Seat - (1 Member-at-Large)
 
Parks and Recreation Commission
3 Seats - (1 Member-at-Large, 1 Older Adult, 1 Mira Costa High School Student Nominee)
 
Library Commission
1 Seat - (1 Member-at-Large)
 
Cultural Arts Commission
2 Seats - (1 Business Community, 1 Member-at-Large)
 
If a current seated Commissioner is appointed to a vacancy, the City Council must declare the subject seat vacant, direct the City Clerk to post the vacancy, and appoint a member to the vacant seat at the June 2, 2015, City Council meeting.

FISCAL IMPLICATIONS:
There is no fiscal impact associated with the recommended action.
 
BACKGROUND:
In preparation for the upcoming Boards and Commissions appointments, the City Clerk's office contacted current commissioners to inform them of their status clarifying if they were eligible for reappointment or termed out.  
 
In addition, the City Clerk's office placed advertisements in the February 5, 2015, March 5, 2015, and April 2, 2015, editions of the Beach Reporter, posted notices on the City's website (www.citymb.info), on the City's posting boards, placed a home page slide on the City's website and e-notifications were sent asking community members to apply for upcoming vacancies on the City's Boards and Commissions.
 
Interested individuals submitted applications to the City Clerk's office.
 
DISCUSSION:
Planning Commission:
Established by ordinance, pursuant to the State Planning and Zoning Law, the Planning Commission is responsible for long-range planning activities, including major use permits, commercial planned development permits, zone changes, code amendments, and modification to long-range planning documents, including the City's General Plan and Local Coastal Plan.  The Planning Commission consists of five (5) members who meet on the 2nd and 4th Wednesdays of each month at 6:30 p.m.
 
Seat No. 1 is a Member-at-Large seat held by Steve Ortmann who is eligible for reappointment.
 
Seat No. 2 is a Member-at-Large seat held by Martha Andreani who is not eligible for reappointment due to term limits.

Parking and Public Improvements Commission:
The Parking and Public Improvements Commission (PPIC) is responsible for making recommendations to the City Council on policy matters pertaining to public parking, Capital Improvement Program review, and activities in the public right-of-way.  The Commission consists of five (5) members: three (3) Citizen-at-Large seats and two (2) seats representing the Business Community.  The Citizen-at-Large seats are available to any member of the community, while the Business Community representatives must be owners, employees or officers of businesses located and operating within the City. The Commission meets on the 4th Thursday of every month at 6:30 p.m.
 
Seat No. 5 is a Member-at-Large seat held by Steven Nicholson who is eligible for reappointment.

Parks and Recreation Commission:  
The Parks and Recreation Commission is responsible for the recreational needs of all citizens, and shall promote supervised public recreation within the City.  The Commission consists of seven (7) members: five (5) at large members, one (1) representative from the Manhattan Beach Unified School District and one (1) Mira Costa High School student. The Commission meets the 4th Monday of every month at 6:30 p.m.
 
Seat No. 4 is a Member-at-Large seat held by Russel Allen who is eligible for reappointment.
 
Seat No. 5 is an Older Adult seat held by Thomas Allard who is eligible for reappointment.
 
Seat No. 7 is a Mira Costa High School Student who is nominated by the principal of Mira Costa High School.  The seat is currently held by Adam Zaun who is not eligible for reappointment due to term limits.  At the April 14, 2015, Manhattan Beach Unified School District meeting, the School Board approved the appointment of Adam Enomoto, as recommended by the principal of Mira Costa High School.  City Council action is required to ratify the appointment of Adam Enomoto to Seat No. 7 for a one year term (June 1, 2015 - May 31, 2016).

Library Commission:  
The Library Commission serves in an advisory capacity to the City Council regarding library services provided by the Los Angeles County Library System to the citizens of Manhattan Beach.  The Commission also acts as a liaison between the City and public/private community groups supportive of library services.  The Commission consists of five (5) members who meet the 2nd Monday of each month at 6:30 p.m.
 
Seat No. 5 is a Member-at-Large seat held by Josh Cooperman who is not eligible for reappointment due to term limits.

Cultural Arts Commission:  
The Cultural Arts Commission is responsible for the continued development and implementation of the master plan for cultural arts in the City, encouraging and supporting art education programs in the community and schools, visual and performing arts and Art in Public Places.  The Commission consists of five (5) members: three (3) members selected at-large, one (1) member of the business community and one (1) member selected as an artist representative.  The Commission meets the 2nd Tuesday of every month at 6:00 p.m.
 
Seat No. 3 is a Business Community seat held by James Gill who is eligible for reappointment.
 
Seat No. 5 is a Member-at-Large seat held by Nancy Dunn who is eligible for reappointment.

CONCLUSION:
All Boards and Commissions seats which are appointed or reappointed tonight will commence as of June 1, 2015 and will continue through May 31, 2018; with the exception of the Mira Costa High School Student nominee who is appointed to a one year term from June 1, 2015 to May 31, 2016.
 
It is also important to note that should an existing Board or Commission member be appointed to fill a vacancy on a different Board or Commission, it would become necessary for the City Council to implement the following procedures:
1. Declare the vacancy of the open seat.
2. Direct the City Clerk's office to post the notice of vacancy.
3. Appoint a member to fill the Board or Commission noticed vacancy at the May 19, 2015, City Council Meeting.
