Recommended Action

RECOMMENDATION:

Staff recommends that the City Council:

 

1.                     Accept as complete the Highland Avenue at 38th Street and Rosecrans Avenue at Highland Avenue Street Improvement Projects constructed by Alfaro Communication Construction Inc.;

2.                     Authorize filing of the appropriate Notice of Completion with the County Recorder’s Office; and

3.                     Approve the release of retention for $16,988.79 Alfaro Communication Construction Inc.

FISCAL IMPLICATIONS:

The original Highland Avenue/38th St. and Rosecrans Ave./Highland Ave. Street Improvement Project construction award was for $313,544, with an authorized construction contingency of $31,400, for a total construction budget of $344,944.  The work was successfully completed for $339,775.87, which included one change order issued for $33,741.87 to address additional work item quantities needed to complete the project.  The remaining project balance of $5,168.13 will be returned to the Non-Motorized Fund.   

 

BACKGROUND:

On March 21, 2017, City Council awarded a construction contract to Alfaro Communication Construction Inc. to construct street improvements that would facilitate safe pedestrian access at 38th St. and Highland Ave., which included:

 

                     A high visibility crosswalk with pedestrian activated flashing beacons

                     In-pavement lighting

                     Landscaped center median

                     New pedestrian ramps on all four corners

                     Overhead intersection street lighting. 

 

The center median on Rosecrans Ave. just east of Highland Ave. was also modified (shifted north and reduced) to allow adequate roadway space for installation of an eastbound Class 2 Bike Way from Highland Ave to Alma Ave.  Installation of this short missing bike way segment provides a now-continuous Class 2 Bikeway from Highland Ave. to Sepulveda Boulevard.

 

DISCUSSION:

Construction began on April 27, 2017 and was completed on July 6, 2017. The City processed one change order for additional material excavation, asphalt pavement, sidewalk and conduit quantities totaling $33,741.87. There were also minor contract bid item savings for items that were not billed, including job signs and changeable message signs for a total of $7,510.00.  This brought the total cost of construction to $339,775.87, which is below the total authorized construction budget of $344,944.00.  The funding summary is as follows:

The Contractor has completed all contract work and is now requesting formal acceptance of the project.  The retention amount of $16,988.79 will be released 35 days after recordation of the Notice of Completion with the County Recorder. All work inspected by the Public Works Department has been found to be in conformance with the plans and specifications and of good quality.

N/A

PUBLIC OUTREACH/INTEREST:
The work was coordinated and scheduled to minimize impact to the area residents and businesses.  A presentation prior to construction was also made to the North End Business Improvement District.

ENVIRONMENTAL REVIEW:
The project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15304 (e), “Minor Alterations to Land”.

 

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
