RECOMMENDATION:

Staff recommends that the City Council receive and file the attached map identifying the proposed locations for the 2026 FIFA World Cup Banners to be displayed throughout May 1 and July 13, 2026.

 

FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

The 2026 FIFA World Cup will be jointly hosted by the United States, Mexico, and Canada, with matches taking place across multiple host cities in North America. Los Angeles has been designated as a host City, with the Los Angeles Stadium in Inglewood serving as a primary tournament venue.

 

Manhattan Beach plays a direct role in the tournament, as the Westdrift Manhattan Beach Hotel has been selected to serve as an official team hotel during the competition. This distinction presents a unique opportunity for the City to showcase the Manhattan Beach community on an international stage and to demonstrate hospitality to athletes, officials, and visitors from around the world.

 

As part of its community outreach efforts, the Los Angeles FIFA Host Committee has offered a Public Engagement Program that provides host region communities with complimentary access to official World Cup artwork and branding for public displays. This program is designed to build excitement for the tournament, foster community pride, and create a unified visual identity throughout the greater Los Angeles region. While the banner artwork is provided at no cost, the City is responsible for costs associated with printing, installation, maintenance, and removal.

 

At the March 3, 2026, Regular City Council Meeting, the City Council considered the FIFA World Cup Public Engagement Strategy. The City Council took the following actions:

 

-                     Authorized the purchase, printing, and installation of World Cup street pole banners in accordance with Tier 4 of the tiered deployment options outlined in the staff report, up to 120 banners; exploring opportunities to expand the street pole locations to include the west side of Manhattan Beach Boulevard and Rosecrans Avenue.

-                     Approved the future sale of street pole banners after the conclusion of the tournament to offset General Fund expenditures; and

-                     Authorized the street pole banners to be displayed for longer than 14 days, consistent with Manhattan Beach Municipal Code Chapter 9.60.

 

In taking these actions, the City Council requested that staff return with a map identifying the specific locations where banners would be installed throughout the City.


DISCUSSION:

This staff report, together with the attached map indicating the locations of the FIFA banners, fulfills the request from City Council described above. On March 17, 2026, independent of the FIFA discussion, City Council directed staff to hang flags throughout the City in celebration of America’s 250th anniversary. The attached Map of Flag Locations identifies the proposed sites for flag installation, which will complement the FIFA World Cup banner displays and collectively contribute to a festive and patriotic atmosphere throughout the community.

 

This report is presented for City Council information only, in fulfillment of the City Council's request at the March 3, 2026, Regular Meeting to receive a map of the approved FIFA World Cup 2026 street pole banner locations. No action is required.

The attached map depicts all Tier 4 street pole locations within the City of Manhattan Beach where banners will be installed. Staff will proceed with procurement and installation pursuant to the City Council's prior authorization.

 

PUBLIC OUTREACH:
After analysis, staff determined that additional public outreach was not required for this issue.
