Receive the report on the Police Department 2016-2018 Strategic Plan.

There are no fiscal implications in this action. Asset Forfeiture Funds (monies seized from criminals) were used to develop the Strategic Plan.
BACKGROUND:
The Manhattan Beach Police Department’s 2013-2015 Strategic Plan expired on December 31, 2015. Over the past three years, guided by the 2013-2015 Strategic Plan, the men and women of the Manhattan Beach Police Department accomplished a great deal, including collaborating with community members to develop innovative and creative ways to reduce crime, increasing the efficiency and effectiveness of the department’s internal operations, enhancing career development, developing a master training plan, evaluating sworn and civilian staffing needs, and enhancing partnerships with other local police agencies. Work began on the creation of the Police Department’s new Strategic Plan in July 2015. Workshops, surveys, and meetings were conducted with supervisors and with sworn and civilian personnel representing every rank and Section in the Police Department. Two community workshops were also conducted in preparation for the new plan.
DISCUSSION:
The 2016-2018 Strategic Plan took effect on January 1, 2016 and serves as a road map to guide the Police Department in the delivery of police services to the Manhattan Beach community. As a result of the workshops and planning sessions, three main goals were identified. Within each of the goals are objectives which outline how the Police Department will work to achieve the goals:
Goal 1: Organizational Development. We have a positive, values-based work environment, where we develop our employees at all levels of the organization and empower them to creatively solve problems and maintain our highly effective organization.
Objective 1: Formalize Mentoring Program
Objective 2: Develop Specialty Assignment Succession Plan
Objective 3: Improve Employee Recognition Activities
Objective 4: Continue to Develop and Enhance Leadership Skills
Objective 5: Continue to Enhance Internal Communications
Goal 2: Community Engagement. We interact with our community in a variety of ways to ensure that we are providing all of those we serve with the highest levels of police services.
Objective 1: Enhance Communications with the Manhattan Beach Community
Objective 2: Increase Police-Community Interactions
Goal 3: Community Quality of Life Enhancement. We continue to develop strategies to reduce crime and improve the quality of life in Manhattan Beach.
Objective 1: Enhance Utilization of Task Force Resources
Objective 2: Enhance DUI Enforcement and Education Efforts
Objective 3: Increase Police Visibility and Effectiveness in the Community
Objective 4: Create Crime Prevention Awareness Campaigns
Objective 5: Enhance Usage of Crime Reduction Technologies
Objective 6: Heighten Enforcement of Community Priorities
Within each of the objectives are quantifiable and measurable action items which further lay the framework for accomplishing our goals. The complete 2016-2018 Strategic Plan is attached (Attachment 1) and is available for viewing on the Police Department website. Twice yearly Strategic Plan updates will also be posted on the Police Department website, www.citymb.info/police.
As always, the Police Department is committed to partnering with the Manhattan Beach community in the implementation of our new Strategic Plan.
PUBLIC OUTREACH/INTEREST:
The Police Department sought input from several sources in determining what the department would focus on over the next three years. Two community workshops were conducted with members of the Manhattan Beach community. Feedback from the 2015 Manhattan Beach Community Survey was also incorporated into the Plan. Input was also solicited from employees of all ranks and Sections within the Department through surveys, as well as workshops.
